Although the RAND report “Avoiding a Long War--U.S. Policy and the Trajectory of the Russia-Ukraine Conflict” raises the thinking and the options other than the military to serve U.S. interests in a reasonable frame of time, it understands in the present hot war stage that all the members are not easy to face a sudden change of policy other than military perspective.
However, war is born to serve the related political purpose and interests that start it. The Russia-Ukraine war will eventually face its destiny: ending by negotiation.

The RAND report is critical to Taiwan -- we are now concerning issues of when and how the Chinese invasion of Taiwan happened, but how it ended is equally significant.
To shift the dynamics of the policy environment, the report presents four options to the U.S. -- clarifying its plans for future support to Ukraine, committing to Ukraine's security, ensuring the country's neutrality, and setting conditions for sanctions relief for Russia.
We may see similar options in the future around Taiwan.

The report that attracts me most is the Espacio Lejano Station, a deep space satellite station run by the CNSA, the China National Space Administration, and the report to the PLASSF, the People’s Liberation Army Strategic Support Forces. It is a Chinese military base in the territory of Argentina, according to Google Maps.
The report also says that the station could monitor communication in South America. In addition, the report anticipates that the PLA might have a military base in the Tierra del Fuego, the southernmost of South America, which holds the channel connecting the Atlantic Ocean and the Pacific Ocean and is opposite the Falkland Island.
If China acquires a new military base in the Tierra del Fuego, it will reach the scientific bases on South Shetland Island, an outlying island off the Arctic.
And the PLAN's activity in South Pacific, especially the naval base in the Solomon, makes sense once it holds its military base in Tierra del Fuego.

柏林此前因是否同意軍援德製「豹2式」主力戰車予烏克蘭，始終猶豫不決，德國外長貝爾伯克廿二日終於鬆口表明，若波蘭將其擁有的豹2式送交基輔，德國政府不會阻撓。路透報導認為，這對急於在俄軍恐發動新一波攻勢前夕增強烏軍軍力的基輔而言，「可能是個突破」。法國總統馬克宏當天也在德國總理蕭茲面前表示，他將考慮供應法製「雷克勒」主戰車予基輔。

幾個月來，烏克蘭官員一直呼籲西方盟友提供德國製造的現代化重型戰車，以協助烏對抗俄羅斯侵略。但柏林本身迄未同意供應，此前亦未同意北約組織（ＮＡＴＯ）其他成員國提供，而德方有權否決他國將德製武器轉交第三國。

Australia plans to purchase smart naval mines to deter PLAN’s attack, its naval task forces appear.  The mines, either naval or land, hurt not only the combatants in wartime but also the civilians in times of peace for decades.
Defending the country and way of life from the invasion of foreign countries is critical for the people to survive.  Deploying mines to deter the enemy in times of emergency is a means of military necessity.
War kills people.  We should stop the aggression before it results in countless lives lost in vain.  There was significant progress in war techniques in a couple of centuries.  We have experienced terrible wars since the mid-19th century, the US Civilian War, WW I, WW II, and more.  To settle international disputes by peaceful means is what we have learned.

The PLAN vessels have reached the third island chain recently. 
Why Beijing invests such a huge budget to come here?  It must have a strategic purpose way beyond what trade can do.
It aims to cut the support line between the US and Australia, which suggest the PLA's invasion of Australia or, at least, forcing the latter to a vassal country, according to the plot of the Japanese Empire in the Pacific War.
To do so, it has to prepare a mass fleet, which is a big job, to secure the Sulu Sea, the Celebes Sea, and the Bismarck Sea; deal with Malaysia, the Philippines, Indonesia, and Papua New Guinea; and dominate the related countries in Melanesia and Polynesia.

It’s about the post-war reconstruction -- Ukraine’s new diplomatic orientation on China is about to shift.
Despite having close strategic relations with China for decades, China did not support Ukraine in specific items. 
On October 12, 2022, China abstained from a UN General Assembly resolution condemning Russia's "illegal so-called referendums" in the internationally recognized Ukraine borders and demanding it reverses its annexation declaration. 
The resolution A/RES/ES-11/4 stated: “Condemns the organization by the Russian Federation of illegal so-called referendums in regions within the internationally recognized borders of Ukraine and the attempted illegal annexation of the Donetsk, Kherson, Luhansk and Zaporizhzhia regions of Ukraine, following the organization of the above-mentioned referendums;” and “Declares that the unlawful actions of the Russian Federation concerning the illegal so-called referendums held from 23 to 27 September 2022, in parts of the Donetsk, Kherson, Luhansk and Zaporizhzhia regions of Ukraine that, in part, are or have been under the temporary military control of the Russian Federation, and the subsequent attempted illegal annexation of these regions, have no validity under international law and do not form the basis for any alteration of the status of these regions of Ukraine.”
China endorsed Russia in a tricky way, which is not what a strategic partner should perform.
Ukraine chooses NATO, the collective security international organization of free and democratic countries, while China, a one-party dictatory state, prefers Russia.

防災型微電網

Taiwan's national security authorities propose a "disaster-prevention micro-grid."  The emergency system will rely on the existing facilities of the schools, including central kitchens and solar panels, to meet the community's basic electricity and livelihood needs in the event of a natural disaster.
The system can respond to the damage of the invasion.
But I do not understand one thing: why the Ministry of Public Health and Welfare, not the Ministry of Education, is in charge of the list.

北中南擬挑3校 推避難型電網    自由 20230122

去年起中共軍演頻率升高，我國政府也增加儲備食品、化學品和能源等關鍵物資，在能源方面除了多備燃料外，國安單位也出點子，結合「校校會發電」政策，有意推出「避難型電網」，萬一有天災、戰爭等發生，有避難所功能的學校「不斷電」，確保民眾可維持基本生活。

校校會發電 自成獨立電網

行政院先前推動「班班有冷氣」結合「校校會發電」，多數的國內中、小學校園屋頂都已裝設太陽光電板；台電指出，只要有緊急柴油發電機、加上儲能、能源管理系統等，學校就能自成獨立電網、自行運作，而台電只要將學校的饋線電路也加裝「開關設備」，還可進一步與台電的大電網系統完全分割。

過去台電就有在偏鄉推動「防災型微電網」，當發生地震、颱風，偏鄉地區對外道路也遭破壞，台電進駐搶修需要時間，但有微電網就有電力，當地民眾不會與世隔絕，「避難型電網」也是相同概念。

國安單位發想 建電網微血管

據悉，此想法來自國安單位，看上學校除了多數都已加裝太陽光電板之外，有些學校還有中央廚房，具有可烹調糧食、也有電力的優勢；而避難收容所設置規劃由衛福部負責，此經費應會由衛福部編列。目前台電已將電網合適的學校名單交由衛福部挑選，可能會在北、中、南各一處，選出示範點設置。

經濟部官員也表示，另一考量是儲能會有消防安全問題，一般社區難以設置，校園若可發展成獨立電網，就會像大電網中的「微血管」，也是進一步強化國內電網的安全與韌性。

對於川普，台灣人過譽了，理由只是台灣被長期壓抑，終於有總統捧台灣（即便目的在美中對峙）。不過，川普卻只是演戲：美中對峙，需要整隊，所以需要盟友，但川普四處得罪盟友，等於是在挖美國牆角、破壞美國的壓制能量。
好在有Pence與Pompeo撐住，才將川普的躁動架構理論，進而鋪陳為美國國策。
拜登在川普（或Pence與Pompeo）的基礎上，持續向「關鍵點」打擊下去（川普只是到關稅與部份科技層次，仍留有很多漏洞），被認為對中國較親善的民主黨，反而是反中先鋒。
同時，因為兩黨皆如此，所以，反中（避免中國坐大）成為一個時代，任誰當美國總統，短期內也無法逆轉這潮流。

美國前國務卿龐培歐（Mike Pompeo）在下周出版的回憶錄透露，在新冠疫情爆發初期，美國時任總統川普為避免激怒中國大陸國家主席習近平，要求龐培歐「閉嘴」。
