根據德國權威新聞雜誌明鏡周刊（Der Spiegel）和路透社報導，德國總理蕭茲（Olaf Scholz）已決定提供烏克蘭豹2（Leopard 2）主力戰車，並允許波蘭等國將豹2坦克轉贈烏克蘭，美國則似乎準備啟動程序，最終提供烏克蘭數十輛M1艾布蘭（Abrams）坦克。

明鏡周刊報導提到，德國決定至少運交一個連的豹2 A6坦克，並從德國聯邦國防軍（Bundeswehr）的庫存提供，斯堪的那維亞半島上的盟邦以及波蘭等其他盟邦，也將與德國一起提供烏克蘭豹2坦克。較長期而言，可能修復更多豹2坦克供烏克蘭使用。

t-online新聞門戶網站報導引述執政聯盟自由民主黨的國會領袖（Christian Duerr）指出：「今天，總理做了一項無人會輕視的決定。德國將以豹2戰車支持烏克蘭的事實，是團結的有力象徵。」德國聯邦議院副議長戈林艾卡特（Katrin GoeringEckardt）在推特上分享媒體報導的連結，她說：「豹式戰車自由了！」

路透社引述兩位要求匿名美國官員說法指稱，華府最快25日就會宣布啟動程序，提供烏克蘭M1艾布蘭坦克。美國可能依據「烏克蘭安全援助倡議」（Ukraine Security Assistance Initiative，USAI）授權取得艾布蘭坦克資金，向業界購買，而非由美國現有軍火庫提供。

美國官員告訴路透社，華府可能很快就會放棄反對向烏克蘭提供艾布蘭戰車的立場，此舉旨在鼓勵德國效法。其中一名官員透露，美國政府可能向擁有艾布蘭坦克的盟邦購買，修整後再運交烏克蘭。這個程序可能需時數月，甚至數年。而德國政府發言人、外交部及國防部均拒絕對此報導置評。
