Taiwan’s 2024 Presidential Campaign coincides with the 80th anniversary of the Cairo News Communiqué of 1943. The KMT's staff and candidates, as stimulus and reaction, assert that Taiwan has returned to the ROC, according to that Press Communiqué, and indicate that the return of Taiwan has done along with the end of Pacific War under the view of international law.  台灣2024年總統競選巧合地與1943年「開羅新聞公報」滿80週年相符。中國國民黨（KMT）的工作人員和候選人，如同刺激和反應一般，聲稱根據該新聞公報，台灣已歸還給中華民國（ROC），並指出台灣的歸還是在太平洋戰爭結束的國際法觀點下進行的。

The effectiveness of wartime documents, such as the Cairo Press Communiqué, is not as legitimate as a peace treaty; rather, it merely unifies the intentions of allies and vows to continue the battles.  如「開羅新聞公報」等戰時文件的效力並不像和平條約那樣具合法性；相反，它旨在整合盟國的意圖，並矢言繼續進行戰鬥。

Based on General Order No.1 on September 2, 1945, General Douglas MacArthur, the Supreme Commander of Allied Powers (SCAP), designated Generalissimo Chiang Kai-shek (Gimo), not the ROC, for military occupation over Formosa and the Pescadores, aka Taiwan, as well as Manchuria and the northern part of Indo China.  根據1945年9月2日的〈總命令第1號〉，盟軍最高指揮官道格拉斯·麥克阿瑟指定蔣中正元帥（簡稱「蔣」），而非中華民國，對台灣和澎湖群島，以及滿洲和中南半島的北部進行軍事佔領。

The military occupation theoretically only lasts until the conclusion of the Treaty of Peace with Japan. Yet, no consensus reached among the allies in the peace conference, even Gimo and the PRC were not invited. . The military occupation remains, in a legal sense.  在理論上，軍事佔領只持續到與日本簽署和平條約為止。然而，在和平會議中，盟國之間並未達成共識，即便蔣和中華人民共和國（PRC）也未受邀。在法律意義上，軍事佔領仍然存在。

However, the KMT noticed the term "ROC" in the Communiqué: "all the territories Japan has stolen from the Chinese, such as Manchuria, Formosa, and The Pescadores, shall be restored to the Republic of China," can be misrepresent for its advantage.  然而，中國國民黨卻注意到宣言中的「中華民國」一詞：「日本搶奪自中國的所有領土，如滿洲、台灣和澎湖，應歸還給中華民國」，可為其利益來被曲解。

To do this, KMT neglects the premises of the Communiqué: "The several military missions have agreed upon future military operations against Japan" and "They covet no gain for themselves and have no thought of territorial expansion." It also overlooks the Treaty of Peace with Japan, known as San Francisco Peace Treaty (SFPT), as if it does not exist, and insists that the ROC still remains as the sole legal government of China under the same title, neglecting the fact that PRC has succeeded ROC on October 1, 1949, in China soild.  為實現這一曲解，中國國民黨忽視了宣言的前提：「三國軍事方面人員關於今後對日作戰計劃，已獲得一致意見」和「三國決不為自己圖利，亦無拓展領土之意思」；同時，也忽視了被稱為〈舊金山和平條約〉（SFPT）的〈對日和平條約〉，好像它根本不存在一樣，並堅持「中華民國」仍然是中國唯一的合法政府，無視ROC已經被PRC在1949年10月1日在中國領土上繼承。

Readers may now comprehend why the KMT and its supporters must vociferously voice the term "ROC" on every possible occasion, even today. They are concealing critical facts.  讀者現在可能明白為什麼中國國民黨及其支持者必須在每一個可能的場合高揚「中華民國」一詞，即使在今天也是如此。他們正在隱瞞關鍵事實。

On the other hand, the PRC, Communist China, denies the legitimacy of the SFPT while enjoying the huge Japanese assets left in China as war reparations to China, as stipulated by the SFPT.  另一方面，PRC，即中共國，否認〈舊金山和平條約〉（SFPT）的合法性，卻同時享受著根據SFPT的規定作為對中國的戰爭賠償而遺留在中國的龐大日本資產。

The KMT’s brainwashing has been so successful that most Taiwanese people are not even aware of the SFPT in 1951, but are familiar with the wartime news communiqués in 1943.  中國國民黨（KMT）的洗腦宣傳非常成功，以至於大多數台灣人甚至不知道1951年的SFPT，但熟悉1943年的戰時的「新聞公報」。

Yes, Gimo and his authority enjoy the legitimate power to exercise military occupation over Taiwan under the laws of war, General Order No.1; No, Gimo, or his authority, even after concluding the Treaty of Taipei (treaty of Peace between ROC and Japan) under the name of ROC, does not enjoy the sovereignty over Taiwan. PRC, blatantly, unilateral asserts that the status of Taiwan is not a matter of post-war territorial question, but a defiant province of China.  是的，根據〈總命令第1號〉，蔣及其當局在戰爭法則下享有對台灣實施軍事佔領的合法權力；不，即使在以中華民國名義簽署了〈臺北條約〉（中華民國與日本和平條約），蔣或其當局也並未擁有台灣的主權。PRC則遺憾地無視國際法，宣稱台灣的地位不是戰後領土問題，而是中國的一個叛逆省份。

This is why Taiwan, one of the most advanced countries in the world, has yet recognized as a state and given the due right as a full member to participate in international organizations. Taking advantages of the allies' self-restraint of what Taiwan legally is by honoring the SFPT, PRC dares to assert its right to invade Taiwan, as if Taiwan is within the PRC's jurisdiction and sovereignty.  這就是為什麼台灣，作為全球最先進的國家之一，尚未被承認為一個國家，並未獲得應有的權利，成為國際組織的正式成員。PRC利用盟國尊重SFPT並對台灣法律地位的自我節制，大膽的片面主張其入侵台灣的權利，仿彿台灣早在中國的管轄和主權範圍內。
