Act of Habana Concerning the Provisional Administration of European Colonies and Possessions in the Americas  〈哈瓦那公約〉 關於美洲歐洲殖民地及屬地臨時行政之決議  Taimocracy翻譯 20260110

The Governments of the American Republics, desirous of cooperating in the common defense of the Western Hemisphere and of protecting the peace and security of the Americas against any attempt at aggression or change of sovereignty in territories belonging to non-American states,  美洲共和國各政府，冀望合作共同防衛西半球，並保護美洲之和平與安全，以防範任何針對屬於非美洲國家之領土進行侵略或主權變更之企圖，

Resolve: 決議如下：

1. That when islands or regions in the Americas now under the possession of non-American nations are in danger of becoming the subject of barter of territory or change of sovereignty, or when, as a result of the European war, the sovereignty of a non-American state over such islands or regions may be considered extinguished or in abeyance, the American Republics shall, through joint action, establish a provisional administration for such territories.  當目前屬於非美洲國家之美洲島嶼或地區，有成為領土交換或主權變更之標的之危險時；或因歐洲戰爭之結果，非美洲國家對該等島嶼或地區之主權被視為已消滅或處於中止狀態時，美洲共和國應透過共同行動，對該等領土設立臨時行政。
2. That for the purpose of carrying out the foregoing, an Emergency Committee shall be created, composed of one representative of each of the American Republics, which shall be entrusted with the study and recommendation of measures to be taken in each case.  為執行前述事項，應設立一緊急委員會，由各美洲共和國各派一名代表組成，該委員會負責研究並建議針對每一案件應採取之措施。
3. That the provisional administration shall be exercised in the name and on behalf of the American Republics collectively, with due regard to the interests of the inhabitants of the territories concerned, and shall continue until such time as the territories can be restored to their former status or until a new status is determined in accordance with international law.  臨時行政應以美洲共和國集體之名義及代表其行使，並適當顧及相關領土居民之利益；該臨時行政應持續至該領土得以恢復其原有地位之時，或直至依國際法確定其新地位為止。
4. That any attempt on the part of a non-American state against the integrity or inviolability of the territory, the sovereignty or the political independence of an American state shall be considered as an act of aggression against the states which sign this declaration.  任何非美洲國家對美洲國家之領土完整性或不可侵犯性、主權或政治獨立所進行之任何企圖，均應視為對簽署本宣言之國家之侵略行為。
