The Features of the CCP's "Justice Mission 2025" Military Exercise

The Chinese Communist Party (CCP) suddenly announced and conducted the "Justice Mission 2025" military exercise, from December 29-30, ostensibly claiming it as a "warning against Taiwan independence." However, this is merely a fabricated pretext; in reality, it is a long-planned act of coercion against neighboring countries.

I. Taiwan Has Taken No Substantive Actions Toward Independence

• President William Lai Ching-te and the Democratic Progressive Party (DPP) government have recently made no specific actions that could be labeled as "Taiwan independence."
• The so-called "Taiwan independence party platform" has long been acknowledged by pro-KMT media figures as an "already abolished" outdated issue, posing no real provocation.
• On the contrary, recent actions involving cross-strait positions have come from gestures of goodwill by the opposition party:
• KMT Chairwoman Cheng Li-wen publicly stated that Taiwan should accept the "1992 Consensus."
• Taipei Mayor Chiang Wan-an (his father is an Non-marital son to the Late President Chiang Ching-kuo) visited Shanghai to attend the Two Cities Forum and expressed hopes for peace in the Taiwan Strait.

These actions are closer to "surrender appeals" or friendly overtures toward the CCP, yet they failed to prevent the exercise, demonstrating that the drills are unrelated to "Taiwan independence" and that gestures of goodwill do nothing to promote peace around the Taiwan Strait.

II. The True Purpose of the Exercise: Planned Pressure and Coercion

• Regardless of Taiwan's domestic politics—the ruling party maintaining stability, restraint, and no provocation; the opposition engaging in surrender propaganda; blue-white camp legislators obstructing the national budget, special national security budget, and even paralyzing the separation of powers—the CCP insists on carrying out its long-planned military pressure.
• Another key objective of this blockade-centered exercise is to continuously test and pressure the Japanese government's recognition of a "survival crisis situation" through simulated blockades of Taiwan's ports and sea lanes, thereby affecting the feasibility of the Japan-U.S. security mechanism.
• Pro-CCP forces within Taiwan (local collaborators) may be excited by the exercise, believing their appeals have been answered, but observing the facts shows that the drills are unrelated to Taiwan's domestic developments and are simply part of the CCP's established strategy.

III. Aggressive Key Feature of the Exercise

• The PLA Eastern Theater Command designated five exercise zones this time, fewer than the previous six, but the positioning is clearly focused on "blockade," simulating the prevention of external reinforcements.
• This blockade layout is highly aggressive, far exceeding the scope of mere "routine drills."

In summary, the "Justice Mission 2025" exercise is not a response to any specific actions by Taiwan but part of the CCP's long-term strategy to coerce Indo-Pacific neighbors. It aims to continuously exert military pressure on Taiwan and surrounding countries (especially Japan), forcing them to alter national policies to align with the CCP's expectations and interests. This has no substantive connection to the so-called "anti-Taiwan independence."

The CCP's sudden "Justice Mission 2025" military exercise is nothing more than planned coercion against neighboring countries. Claims of conducting drills to warn against Taiwan independence are baseless pretexts.

What Taiwan independence actions has President Lai or the Taiwanese government taken? The only thing mentioned is the "Taiwan independence party platform," which pro-KMT media figures have long said is already abolished decades ago.

In recent days, it was the KMT chairwoman who said Taiwan should accept the so-called “1992 consensus,” and Chiang Wan-an who went to Shanghai for the Two Cities Forum, expressing hopes for peace and prosperity in the Taiwan Strait by advocating “Two Cities good then Both sides good.”

Pro-CCP collaborators in Taiwan may be thrilled, thinking their appeals have finally been realized. But observing the facts and the connections between these events reveals that the exercise involves using or shifting to a blockade of Taiwan to continuously pressure the Japanese government's "survival crisis situation." Regardless of actions by Taiwan's parties—including the ruling party's stable and non-provocative stance, the opposition's surrender propaganda, blue-white camp legislators obstructing the national budget and special national security budget, and paralyzing the separation of powers in the democratic republic—the CCP is simply carrying out its long-planned military pressure and coercion.

Observing this PLA Eastern Theater Command exercise: five zones, fewer than the previous six, yet precisely designed for blockade to prevent external aid. This is highly aggressive behavior. Besides this, Russia announced to carry out a two-months-long military drill in the Northern four Islands against Japan from the first day of 2026.

一、台灣並無任何台獨實質行動

• 賴清德總統及民進黨政府近期並未做出任何被稱為「台獨」的具體行為。
• 所謂的「台獨黨綱」是早已廢除的舊議題，根本不構成被藍營名嘴所說的現實挑釁。
• 相反地，近幾天真正涉及兩岸立場的動作來自在野黨的示好：
• 國民黨主席鄭麗文公開表示台灣應該接受「九二共識」。
• 台北市長蔣萬安（蔣經國的非婚生孫子）赴上海參加雙城論壇，以「雙城好、兩岸好」表達對台海和平與繁榮的期望。

這些行為更接近對中共的「勸降」或友好表態，卻未能阻止軍演，顯示軍演與「台獨」無關，表達示好的姿態無助台海周邊的和平。

二、軍演的真正目的：計劃性施壓與脅迫

• 無論台灣內部政治如何運作——執政黨保持穩定、低調、無刺激； 在野黨進行勸降宣傳；藍白立委阻撓國家總預算、特別國安預算，甚至癱瘓政體權力分立原則——中共仍執意進行早已計劃好的軍事施壓。
• 此次封鎖軍演的另一關鍵目標，是透過對台灣港口與航道的封鎖式演習，持續測試並施壓日本政府的「存立危機事態」認定，進而影響日美安保機制保衛的可行性。
• 台灣內部的親中勢力（在地協力者）或許會因軍演而興奮，認為自己的呼籲獲得回應，但從事實觀察，這只證明軍演與台灣內政發展無關，而只是中共既定戰略的一部分。

三、軍演的侵略性特徵

• 解放軍東部戰區此次劃設五處演習區，雖少於過去的六處，但位置設計明顯以「封鎖」為主，意在模擬阻止外部援軍介入。
