根據《南華早報》 22 日報導，中國首次對外公布其研發的一款緊湊型海底電纜切割器。由於該裝置性能強大，北京如今具備切斷全球通訊網絡、影響全球海權格局的能力。

據報導，這是全球首次有國家正式披露能中斷關鍵海底網絡的武器。該切割器能切斷深達 4000 公尺的電纜，超出現有海底通訊基礎設施最大運作深度的兩倍。該裝置計劃與中國的先進潛水器系統整合使用，包括「奮鬥者號」與「海斗」系列有人及無人潛水器。

這款切割器由中國船舶科學研究中心（CSSRC）與深海載人裝備國家重點實驗室聯合研發，主要針對鎧裝（SWA）電纜進行操作。這類由鋼材、橡膠及聚合物護套組成的電纜承載著全球約 95% 的數據傳輸，是全球通訊的關鍵基礎設施。

雖然該裝置的主要用途被定位於深海採礦和民用打撈，但其軍民兩用的潛力引發國際關注。報導指出，該切割器若應用於切斷關島等戰略地區附近的海底電纜，可能在地緣政治危機中擾亂全球通訊穩定。關島作為美國第二島鏈和印太戰略的核心節點，周邊分布有超過12條光纖電纜，服務對象包括 Google 等軍民用戶。
