The issues that Taiwanese trapped in Cambodia involve human trafficking, phone scam, and underground organ trade.  Lacking diplomatic relations between Taiwan and Cambodia, and the site is out of the control of Cambodia, there is less that the Taiwanese government can do about it.
China claims it will rescue all Chinese citizens, including those Taiwanese residents, suggesting that Beijing is responsible for protecting the Taiwanese.
Claiming all Taiwanese are Chinese citizens resembles Russia's issuing the passport to the Ukraine people one by one under their consent.  It's just Beijing is more assertive and does whatever it likes with or without the agreement of the Taiwanese people in person.
