The Republic of Belarus, the Russian Federation, the United Kingdom of Great Britain and Northern Ireland, and the United States of America, 白羅斯共和國、俄羅斯聯邦、大不列顛及北愛爾蘭聯合王國和美利堅合眾國

Welcoming the Accession of Belarus to the Treaty on the Non-Proliferation of Nuclear Weapons as a non-nuclear-weapon state, 歡迎白羅斯共和國加入《不擴散核武器條約》作為一個無核武器國家

Taking into account the commitment of Belarus to eliminate all nuclear weapons from its territory within a specified period of time, 考慮到白羅斯共和國承諾在規定時間內從其領土上消除所有核武器。

Noting the changes in the world-wide security situation, including the end of the Cold War, which have brought about conditions for deep reductions in nuclear forces,  注意到世界安全形勢的變化，包括冷戰的結束，為大幅度削減核力量創造了條件

Confirm the following:

1.  The Russian Federation, the United Kingdom of Great Britain and Northern Ireland, and The United States of America reaffirm their commitment to the Republic of Belarus, in accordance with the principles of the CSCE Final Act, to respect the independence and sovereignty and the existing borders of the Republic of Belarus. 俄羅斯聯邦、大不列顛及北愛爾蘭聯合王國和美利堅合眾國重申它們對白羅斯共和國的承諾，根據歐安會最後檔的原則，尊重白羅斯共和國的獨立和主權以及現有邊界。

2.  The Russian Federation, the United Kingdom of Great Britain and Northern Ireland, and The United States of America reaffirm their obligation to refrain from the threat or use of force against the territorial integrity or political independence of Belarus, and that none of their weapons will ever be used against the Republic of Belarus except in self-defense or otherwise in accordance with the Charter of the United Nations.  俄羅斯聯邦、大不列顛及北愛爾蘭聯合王國和美利堅合眾國重申，它們有義務不對白羅斯共和國的領土完整或政治獨立進行武力威脅或使用武力，除非出於自衛或根據《聯合國憲章》的規定，否則它們的任何武器都不會對白羅斯共和國使用。

3.  The Russian Federation, the United Kingdom of Great Britain and Northern Ireland, and The United States of America reaffirm their commitment to Belarus, in accordance with the Principles of the CSCE Final Act, to refrain from economic coercion designed to subordinate to their own interest the exercise by the Republic of Belarus of the rights inherent in its sovereignty and thus to secure advantages of any kind.  俄羅斯聯邦、大不列顛及北愛爾蘭聯合王國和美利堅合眾國重申它們對白羅斯共和國的承諾，根據歐安會議最終議定書的原則，不進行旨在使白羅斯共和國行使其主權所固有的權利屈從於其自身利益的經濟脅迫，從而確保任何形式的利益。

4.  The Russian Federation, the United Kingdom of Great Britain and Northern Ireland, and The United States of America reaffirm their commitment to seek immediate United Nations Security Council action to provide assistance to Belarus, as a non-nuclear-weapon state party to the Treaty on the Non-Proliferation of Nuclear Weapons, if the Republic of Belarus should become a victim of an act of aggression or an object of a threat of aggression in which nuclear weapons are used.  俄羅斯聯邦、大不列顛及北愛爾蘭聯合王國和美利堅合眾國重申其承諾，若白羅斯共和國成為使用核武器的侵略行為的受害者或侵略威脅的目標，它們承諾立即尋求聯合國安全理事會採取行動，向作為《不擴散核武器條約》的無核武器締約國的白羅斯共和國提供援助。

5.  The Russian Federation, the United Kingdom of Great Britain and Northern Ireland, and The United States of America reaffirm, in the case of the Republic of Belarus, their commitment not to use nuclear weapons against any non-nuclear-weapon state party to the Treaty on the Non-Proliferation of Nuclear Weapons, except in the case of an attack on themselves, their territories or dependent territories, their armed forces, or their allies, by such a state in association or alliance with a nuclear weapon state.  俄羅斯聯邦、大不列顛及北愛爾蘭聯合王國和美利堅合眾國重申，就白羅斯共和國而言，它們承諾不對《不擴散核武器條約》的任何無核武器締約國使用核武器，除非這種國家與一個核武器國家聯合或結盟，對它們自己、它們的領土或附屬領土、它們的武裝部隊或它們的盟國進行攻擊。

6.  The Republic of Belarus, The Russian Federation, the United Kingdom of Great Britain and Northern Ireland, and The United States of America will consult in the event a situation arises which raises a question concerning these commitments. 白羅斯共和國、俄羅斯聯邦、大不列顛及北愛爾蘭聯合王國和美利堅合眾國將在出現與這些承諾有關的問題的情況下進行磋商
