President Biden's call is a diplomatic notification.
I guess President Biden must have notified Chairperson Xi of the name change of Taiwan’s representative office to the U.S., besides "a broad, strategic discussion" as described in the Readout.
The date is sensitive.  The date of the call was around the Surrender of Japanese Troops to China on September 9th, 1945, and the Treaty of Peace with Japan on September 8th, 1952.  Of course, after Biden has got rid of the burden of the two-decade Afghanistan war.
We will see Beijing’s reaction in ten days or after the Mid-Autumn festival vacation.

（中央社記者游凱翔台北10日電）美國總統拜登與中國國家主席習近平今天通話，確保競爭不會變衝突。外交部表示，台灣與美國關係密切友好，溝通管道暢通，也將請美方循例向台灣簡報，確保美國對台政策不變。

外交部下午表示，已注意到拜登與習近平通話，依據美國白宮公布的摘要，雙方就美中利益一致與價值及觀點分歧部分進行廣泛討論。拜登強調，美國一向重視印太地區及世界和平、穩定及繁榮，兩國領袖有義務確保美中競爭不會演變為衝突。

外交部指出，一向密切關注美中高層互動情形，台灣與美國關係密切友好，溝通管道暢通，外交部將透過駐美國代表處請美方循例向台灣簡報，確保美國對台政策不變。

外交部強調，台灣是印太區域重要成員之一，並位處東亞第一島鏈的樞紐位置，長年來對印太地區的繁榮及穩定發展有顯著貢獻。台灣將持續與美國等理念相近國家深化合作，共同捍衛民主、自由、人權等共享價值，維護以規則為基礎的國際秩序，及台海與印太地區的和平、穩定與繁榮。（編輯：康世人）1100910

President Joseph R. Biden, Jr. spoke today with President Xi Jinping of the People’s Republic of China (PRC).  The two leaders had a broad, strategic discussion in which they discussed areas where our interests converge, and areas where our interests, values, and perspectives diverge.  They agreed to engage on both sets of issues openly and straightforwardly.  This discussion, as President Biden made clear, was part of the United States’ ongoing effort to responsibly manage the competition between the United States and the PRC.  President Biden underscored the United States’ enduring interest in peace, stability, and prosperity in the Indo-Pacific and the world and the two leaders discussed the responsibility of both nations to ensure competition does not veer into conflict.
