How does the United States restart its relations with the Taliban? 

Now the U.S. regards Taliban with a very long title: “the Islamic Emirate of Afghanistan which is not recognized by the United States as a state and is known as the Taliban” in a bilateral agreement in 2020.

The case is much similar to the name of North Macedonia, "the former Yugoslav Republic of Macedonia" once, or the name of “State Union of Serbia and Montenegro” during 2003-2006, denoting their political nature.

The long name of Taliban is not a new state apparently, but a de facto government of Afghanistan.  Now the de facto government or Taliban has to thrive the recognition of the international community since it establishes the administration by the means unconstitutional.
