The recognition of a state, and of a new government, especially that is established unconstitutional, is complicated.
The new state or a new government has to strive to maintain control over the society and keep the commitments of its predecessor to get the faith of its counterparts and the international community.  The trade, financial transactions, travel, or even the withdrawal right of the foreign reserves, which are deposits in the Federal Reserve of New York, would be temporarily terminated before the recognition.  KMT is full of experience with that.
The recognition is a live show in front of us, and Taiwan, like other countries, must have taken part in the story.

阿富汗變天成為世界最關注的議題，法務部調查局曾就防範資助恐怖主義及洗錢等業務，與阿富汗簽署備忘錄，在阿富汗政權垮台後，國際最大規模的洗錢防制組織艾格蒙聯盟今早已透過電子信件聯繫我國調查局洗錢防制處，請我方中斷與阿富汗的合作；對此，調查局今表示，阿富汗現狀對我國國際金融情資交換並無影響。

調查局今表示，因阿富汗新政府未獲國際承認，且國家名稱已更改，原簽署的備忘録是否繼續有效，仍有待觀察，該備忘錄雙方均可隨時以書面通知終止，原阿富汗政府與我國都是艾格蒙聯盟會員，有關金融資訊交換都是透過該聯盟安全網路系統，目前艾格蒙聯盟已暫停阿富汗金融情報中心登入安全網路系統，因此目前暫時無法進行情資交換，阿富汗目前的狀況對我國國際金融情資交換無影響。

2016年10月19日，調查局洗錢防制處與阿富汗伊斯蘭共和國、阿富汗銀行、阿富汗金融交易及報告分析中心，於法國巴黎簽署合作瞭解備忘錄，以合作及互利的精神，促進關於涉嫌洗錢、相關前置犯罪及資助恐怖主義案件的分析，並以分送最終會促成各自國家權責機關調查及起訴資訊為目的；該備忘錄自簽署當日即生效迄今。
