The plan of the U.S. Navy to restore the First Fleet around the Indian Ocean is a response countering China’s fortification of its man-made islands in the South China Sea.

The First Fleet existed from the beginning of the Cold War in  1947 to the Détente in 1973, was a dependent variable of the global geopolitics.

The current AOR of the Seventh Fleet comprises the Pacific Ocean and the Indian Ocean, which can be easily split into two isolated AORs by China’s man-made islands. 

However, Singapore is not a proper place to play the role as a base of the First Fleet.  But where will be the base of the First Fleet?  The idea of the rotating deployment might offer a solution.

In that context, the First Fleet might have more than one base, say three or four, including the Cam Ranh Bay, the Subic, the Changi, the Andaman, besides the Diego Garcia.

美國海軍部長布雷斯韋特（Kenneth Braithwaite）日前指出，美軍打算重建「第一艦隊」，最有可能部署的地點就在新加坡，而且這樣的想法已經醞釀了好幾個月。新加坡官方與學界，都對這個議題做出了回應。

美國海軍部長布雷斯韋特日前在一場研討會中指出，美軍正考慮重建第一艦隊，將會部署在太平洋與印度洋的交界處，最有可能的地點就是新加坡，並且與前國防部長艾斯培（Mark Esper）交流過這項想法，也獲得支持。

美國海軍轄下共七支艦隊，除第十艦隊專門負責網絡戰以外，其他六支按地理範圍劃分轄區，第一艦隊在美國歷史上曾經真實存在過，1947年-1973年間，第一艦隊負責西太平洋部分海域的作戰行動，後被負責太平洋國際換日線以東的第三艦隊取代。

新加坡國防部於18日晚間，發布官方聲明表示，按照2012年達成的協議，新加坡同意美國可在境內輪替部署最多4艘瀕海戰鬥艦。這份協議至今有效。美國國防部沒有提出在新加坡增加部署艦艇的要求，新加坡也沒有與美方進行相關討論。

美媒認為，新加坡雖然不是美國的盟友，但兩國軍事合作從1990年就已開始。目前，美海軍艦艇不僅可以停靠新加坡樟宜海軍基地，還能在該基地進行艦艇維護等工作。下一步，美國可以對樟宜基地進行改擴建。

但新加坡學者指出，部署艦隊就意味著美國要在新加坡永久駐軍，而新加坡一直抗拒與美國建立正式的軍事同盟關係，對新加坡來說，允許美軍建設永久性基地帶來的損失要遠遠大於收益，因此在新加坡設立第一艦隊「幾乎不可能」。
