Though DPP has denied the report that on 1^st November the US informed DPP of the Ma-Xi meeting, DPP’s lukewarm response after the leak of the meet seems to confirm the notification.

Ever since 2010, the NCCU Institute of International Relations(政大國關中心), a peripheral think tank of ROC administration as well as of the National Security Bureau(南海研究院), has cooperated with China’s National Institute for South China Sea Studies (NISCS).  They published a joint report on South China Sea, which described in detail how China and ROC, who both claim almost the entire area of South China Sea as Chinese historical territory, could cooperate in South China Sea.  One scenario is that China builds artificial islands around the Spratly Island, and works together with ROC to defend Chinese sovereignty there, under UNCLOS.

The OFFICIAL report, published in 2011, was once regarded as fiction.  However, the “islands” emerged this year.  According to the report, further cooperation will proceed.

We did not understand why Beijing was in such a hurry to complete those “islands” by the end of 2015.  Now, after the meeting of Xi and Ma, we have realized that the schedule was meant to meet the 2016 Taiwan Presidential Election, in which DPP is most likely to enjoy a landslide victory.  The “islands” may help MYJ, as the commander-in-chief of Taiwan and the Chair of KMT, to cooperate further with PLA, even after he leaves the Presidential office.

Pretty much like the Nazi that launched the Blitz in 1940, MYJ crossed the red line and undermined the status quo of not only Taiwan Strait but South China Sea as well.  Yet the US seems to continue with her encouragement and support for MYJ, much the same as she has done before.    Revised at 1340

馬習會11月7日舉行，對未來兩岸關係、明年國內大選投下變數，惟據透露，早在11月1日，美方不僅已掌握馬習會訊息，還主動把馬習會訊息告知民進黨總統參選人蔡英文；綠營在馬習會舉行一周前從美方取得相關情資，也確定「冷靜應對」基調。知情人士直言，美方動作形同在2016總統大選支持民進黨總統參選人蔡英文。

南海爭議 美認定馬英九站在親中立場

知情者也說，事實上，在馬政府告知前，美方就已掌握馬習會的訊息，對美軍在南海與中方對峙之際，總統馬英九願到新加坡和中國國家主席習近平舉行馬習會，美方已認定，馬英九在南海爭議站在親中的立場。

據指出，美方近年，對於南海爭議，曾盼馬政府清楚表達配合美國在此區域戰略的態度，不過，一向自認和美方關係良好的馬政府，直到馬習會消息曝光前2天才告知美國，美方雖未明說，但私下非常不滿。

美不滿馬政府 連累朱立倫訪美處處受限

據了解，如同2008年總統大選，美方對扁政府的不滿，讓當時以民進黨總統參選人身分訪美的謝長廷在華府備受責難壓力，美方對馬政府的不滿，也影響國民黨總統參選人朱立倫目前正進行的訪美行。

根據綠營掌握情資，朱立倫雖然至少能和蔡英文同樣有進入國務院、國安會等行政單位會商的規格，但朱立倫本想比照蔡英文在CSIS智庫公開演講的場面，就無法進行，朱立倫幾個理應可公開的智庫或學術單位拜會，都被要求完全閉門。

媒體曝光馬習會 是綠釋出消息打預防針

據了解，在馬政府告知美方前，美方就已知道馬習會，還將訊息通知蔡英文。而馬習會消息在11月3日被國內媒體曝光，藍營質疑是立法院長王金平外洩，事實上，是綠營為了避免馬政府藉特定輿論操作，讓親藍輿論正面操作極大化，因此透過管道進行的預防性因應。

知情者也說，中國看待馬習會，不單是因應民進黨可能執政的兩岸關係，更有和美國、日本等大國的全球競逐態勢考量，馬習會後，美方也警告民進黨，需強化未來國安團隊，因應更複雜的全球情勢。
