美菲年度軍演：The Balikatan 2014

The Balikatan 2014, an annual Philippine-US maneuver, started on May 5.

The point is not whether the maneuver is aiming at PLA.  It is.  After the success of the high level officer marine rescue game in 2013, a scheduled maneuver that comprised JSDF, PLA, SK, and Australia was halted this year shortly before it commenced.

Rather, some 35-40 Australian soldiers in the exercise have made the different.  Australian Army sent observers to this year's Balikatan in the Philippines, as they consider joining future exercises.  The US is upgrading bilateral maneuvers to multilateral ones, which will solidify the alliance.    revised on 20140509

這演習的觀察點不僅在此演習是否意在牽制中國，這已經是定論毋須討論——「原本計畫繼去年後設想海上發生事故或災害，舉行由日本、中國、韓國及澳大利亞軍隊參加的多國桌面演習，但在即將舉行前被取消。」

觀察重點在澳洲。

現在美軍主導的東亞演習，已經從雙邊，建展到多邊。這是盟的深化。

　米軍とフィリピン軍の定期合同演習「バリカタン」の開会式が５日、マニラ首都圏のフィリピン国軍本部で開かれた。南シナ海でフィリピンとの対立が先鋭化する中国を念頭に海洋防衛や災害支援を柱とした訓練がフィリピン各地で１６日まで実施される。

　フィリピンのデルロサリオ外相は式典で、「国際法を無視した現状変更を試みる動きで地域の情勢が不安定になっており、合同演習は地域の安定のためにも重要だ」と名指しは避けながらも中国を批判、米国との同盟の重要性を強調した。

　フィリピン国軍によると、演習には在沖縄海兵隊を含む米側約３千人、フィリピン側約２５００人が参加。オーストラリア軍も３５～４０人が初めて加わる。

　昨年に続き、海上での事故や災害を想定し、日本の自衛隊のほか中国や韓国、オーストラリアら各国軍を招いた机上演習も計画されたが、直前に中止された。フィリピン国軍幹部は「台風３０号の被災地支援で予算が足りなくなった」と説明した。（共同）
