在蘇聯解體時，有一波重新建立蘇維埃中央集權的努力，烏克蘭抓機會，由烏克蘭蘇維埃發表獨立宣言法案，不僅獨立而且建立烏克蘭國。
有趣的是：既然烏克蘭的獨立是1991.08.24，但烏克蘭是1945.10.24以創始會員國身分加入聯合國。難道，聯合國容許「非國家」會員嗎？

Rada of the Ukrainian Soviet Socialist Republic
solemnly declares
the Independence of Ukraine and the creation of an independent Ukrainian state – UKRAINE.

The territory of Ukraine is indivisible
and inviolable.
