誰來晚餐？Gina McCarthy 「不來」，卻傳「來」

The US Environment Protection Agency Administrator was reported on Wednesday to visit Taiwan on December 13^th  The news was revoked the next day. 

The unusual situation could be explained in three ways:

1.  Gina McCarthy has indeed scheduled to visit Taiwan, but MYJ’s leak, either intentional or not, terminated her low profile trip. 

2.  There is no such plan.  According to EPA’s official webpage, McCarthy’s schedule from December 9^th to 12 includes Beijing, Shanghai and HK, but no Taipei.  Furthermore, AIT has denied the “fake visit” twice.

3.  King Pu-tsong, who was eager to go back to Taipei and have an urgent talk with MYJ, utilized McCarthy’s planned China visit as an excuse, despite the flaw of time shift and the possible damage to Taiwan-US relationship.

Now AIT Chairperson Raymond Burghardt is visiting Taiwan, a month earlier than scheduled.  Stating that “King is back to communicate with the National Security Council and MYJ himself,” David Y. L. Lin, Chinese Taipei Minister of Foreign Affairs, in fact has euphemistically confirmed the guess of the press that the US rages about the “neutral” move that MYJ took in Chinese new ADIZ.

The White House supported MYJ during the Presidential campaign of 2012 by sending four ministerial officials to Taiwan and announced pre-mature policies.  Unfortunately, but predictably, MYJ now might be the key to Taiwan’s breakup with the US-Japan alliance.    revised at 2110

很多事情與馬金扯上邊，就變得奇奇怪怪。「麥卡錫傳訪台 隔一天就生變」是最新的例子。細心的人會注意到，這是近年台灣政壇重複出現的老戲法。

對此，有三種看法：

1.  美環保部長本來要來，但因為政治情勢改變，趁著馬將消息洩漏，順勢推舟不來了。
2.  AIT連續兩天說無此訪問。但根據官方網頁，Gina McCarthy 在12/9-12/12 有中國行討論中國的空氣污染：北京、上海與香港。並無台灣行。

3.  金想回來與馬商量重大事件，總統只好謊稱並洩漏要陪同美環保部長Gina McCarthy 週五 (12/12) 來訪的消息。即便時間不對，會壞大計也管不著了。

假使如此，這就是以一個人之方便，壞了國家利益。

美國在2011年下半年到2012年1月中，那樣支持馬連任，甚至四度派遣現任部長級官員相助。現在，情勢哪裡不一樣了？不僅柏瑞光年度訪問提早，林永樂說金溥聰返台是與國安會及高層溝通，也間接證實美方對馬在中國設立 ADIZ 表現的不滿。

答案仍是愛說謊的那一個人！

中設防空區 馬回應傳美不滿

〔記者彭顯鈞、陳慧萍／台北報導〕中國片面劃定東海防空識別區，美國迅速表達反對及不承認的態度，馬政府的回應有別於日、韓等東亞盟邦，傳出美方對此表達不滿；美國環保署長麥卡錫原定週五訪台，卻臨時取消行程，更讓外界揣測與此有關；總統府昨推稱是因消息曝光所致，但在野立委認為，馬政府過度傾中，美方才會以實際行動提出警告。

台美關係近期因東海防空識別區議題而互動微妙，駐美代表金溥聰九日晚間返台，據傳是為了美方不滿馬政府處理中國劃定東海防空識別區的立場，專程返台傳達訊息；特別的是，馬英九昨接見刻正訪台的美國在台協會（ＡＩＴ）理事主席薄瑞光時，還將台灣的立場，向薄瑞光完整陳述一遍。

麥卡錫傳訪台 隔一天就生變

令人意外的是，府方前天透露正在中國訪問的美國環保署長吉娜．麥卡錫本週五來台，還稱馬總統對此高度重視，這是美國「部長級」官員到訪。但「事隔一天」，卻傳出美方決定取消行程，讓府方陷入尷尬。

府方昨把責任推給媒體，說是麥卡錫訪台提早曝光，美方因此取消。熟悉外交人士則認為，可能是太過於敏感，美方才取消，因為中國並沒阻擋，而是美方取消。

ＡＩＴ：沒有這項訪問計畫

ＡＩＴ發言人金明連續兩天表達官方說法，表示美方「沒有這項訪問計畫」。

民進黨立委陳其邁則直指，美國政要訪台不是扮家家酒，不可能因為媒體提早一天報導就取消，馬政府「不會駛船嫌溪彎」，根本在推卸責任；他認為美方真正不滿原因是馬政府過度傾中，處理東海防空識別區與美日不同調，才會以實際行動提出警告。

外交部長林永樂昨晚出席日本交流協會酒會活動時則說明，美國方面沒有任何不滿；台美關係現在處於最好狀態，薄瑞光與馬總統會面時，特別提及美國政府對我方處理防空識別區議題「高度肯定」。

至於金溥聰返台目的，林永樂說，金溥聰是為了推行台美之間的「年度專案」，返台與國安會及高層溝通；該專案已行之有年，是我方跟美方之間的對話，涵蓋議題很廣，每年不盡相同。

至於麥卡錫未來是否可能訪台？林永樂說，邀請美國高層官員訪台是外交部持續推動的工作，適當時機就會對外說明，「請大家稍微等一下」。
