This seems to be the first time that AIT has proactively expressed willingness to go to the Legislative Yuan to explain the special defense budget and accept questions from the blue and white camp legislators. This matter reveals multiple significances:
1.  AIT represents the authority of the United States in engaging with Taiwan's constitutional institutions. That’s a practice of the Taiwan Assurance Implementation Act.
2.  AIT represents the authority of the United States endorsing President Lai's ad hoc defense budget, as well as encouraging the blue and white camps legislators to agree to the budget bill.
3.  AIT specifically mentioned: willing to answer questions from the blue and white camps, indicating that unlike the misunderstanding between 2000-2008 where the submarine budget was supported by the KMT but blocked by the DPP, the US now realizes that the bottleneck in the budget deadlock is with the blue and white camps.
4.  Last month AIT invited individual KMT members to its Neihu office, it was an informal effort; this time, if AIT Director Raymond Greene has an opportunity to go to the Legislative Yuan to accept questions, it would be a formal effort by the US, and also the final one.
5.  AIT also knows: the ad hoc budget may not necessarily enter congressional review, and could be blocked forever in the procedure committee. AIT is willing to personally bear this "regret" as a party involved.
6.  Regardless of whether AIT has the opportunity to go to the Legislative Yuan, the red and blue factions within the KMT will diverge.
7.  AIT is practicing President Theodore Roosevelt's diplomatic motto: "Speak softly and carry a big stick." And now the Governor-General Raymond Greene speaks.

這似乎是第一次，AIT谷立言主動表達願意到立法院說明國防特別預算，並接受藍白立委的提問。此事顯示多重意義：
1.  AIT代表美國的權威與台灣的憲政機構接觸。這是〈台灣保證落實法〉的實踐。
2.  AIT代表美國的權威背書賴總統的國防預算，以及鼓勵藍白同意預算案。
3.  AIT特別提及：願意回答藍與白的提問，表示與2000-2008間誤會潛艦預算是國民黨支持但民進黨阻擋不同，美國現在知道預算卡關的節點在藍白。
4.  AIT上次邀請中國國民黨個別委員到內湖辦公室屬非正式努力，這次若有機會到立法院接受問答是美國的正式努力，也是最後的努力。
5.  AIT也知道：特別預算不一定能進入國會審議，可能在永遠被阻擋在程序委員會。AIT願意以當事人身分來親自承受這個「遺憾」。
6.  AIT無論是否有機會到立法院，中國國民黨的紅藍兩派將產生分歧。
7.  AIT在實踐老羅斯福總統的外交名言：「輕聲講話，但要拿著根大棒子」（Speak softly and carry a big stick）。現在，大總督要說話了。

美國在台協會（AIT）處長谷立言10日接受媒體專訪時，提到若國防特別預算進到國會時，他很樂意到國會回答藍白立委的問題；民進黨立法院黨團幹事長鍾佳濱表示，過去國民黨多次與AIT官員見面時都表達肯定態度，希望能說到做到，不要到AIT說一套，回立法院開記者會又是一套。

鍾佳濱表示，民主國家的各政黨可以對國家政策有不同的看法，但對外來侵略跟武力威脅時，就應該團結一致，谷立言所提到「美國對於各民主同盟的國家都願意盡最大努力，提供必要防衛自身的武器」，當然台灣的軍購美國也非常重視。

他指出，過去國民黨多次跟AIT官員見面，也表肯定的態度，因此谷立言對台灣各民主政黨希望呼籲團結一致，他也樂於跟台灣國會的各黨進行溝通，因此民進黨團希望國民黨說到做到，不要到AIT說一套，回立法院開記者會又是一套，「與其看說什麼，大家都等著看做什麼」，保衛國家安全、護衛中華民國在台灣2300萬人民，是立法院不分朝野共同的職責，請藍白說到要做到。

至於針對對立法院通過國防特別預算是否樂觀，鍾佳濱則說，美國總統川普在最新公布的國防政策當中，一再揭露美國希望世界的和平秩序，能由各民主同盟共同來分擔，美國會在相關的軍事採購上支援各民主同盟，但各民主國家必須要為自己的國防防衛盡起責任，因此AIT的態度一向是「台灣為防衛自身所需要，美國能提供的武器一定全力協助。」

他強調，也希望各朝野政黨應該在這點上一致支持，AIT也表達願意跟各黨闡明，如果有任何對美國軍購的議題有什麼看法，都樂於提供意見。
