To address the issue of nuclear proliferation following the collapse of the Soviet Union in 1991, the U.S., U.K., France, and Russia signed the Budapest Memorandum, guaranteeing the security of Ukraine and Kazakhstan after they dismantled their nuclear arsenals in 1994. Years later, China joined with a separate declaration. In February 24, 2022, Russia's invasion of Ukraine, coupled with China's support for Russia, clearly violated the agreement. In contrast, the U.S., U.K., and France have upheld their treaty obligations by supporting Ukraine.
President Putin's repeated threats to adjust the conditions for using nuclear weapons and his implicit warnings about deploying them reflect, rather than strength, a sign of his country's weakening position. A leader as long as rational would avoid using nuclear weapons. In response, the U.S. has asserted that any use of nuclear weapons by Russia will incur severe consequences. Furthermore, The New York Times reported that President Biden’s administration is “open to returning nuclear weapons to Ukraine” before his term ends. This serves as a reminder to Russia—and implicitly to China—of the historical context and treaty obligations tied to this issue.

普丁不斷宣稱要調整使用核武的前提並威脅要使用核武，毋寧是自己國力衰弱的表徵。這樣的領導者只要是理性的，就不會使用核武。因此，美國回以無論如何，只要使用核武俄國都要付出代價。另外，〈紐約時報〉報導拜登「可能在卸任前把核子武器交還烏克蘭」（the administration is open to returning nuclear weapons to Ukraine），就是在提醒俄羅斯，當然也包含中國，這段歷史與條約義務。

針對《紐約時報》近日報導美國總統拜登可能在卸任前把核武交還烏克蘭一事，白宮國家安全顧問蘇利文（Jake Sullivan）1日予以否認，稱這一措施「不在考慮之列」。

綜合多家美媒報導，《紐約時報》（The New York Times）11月曾報導指某些西方官員暗示美國總統拜登（Joe Biden）可能在卸任前把核子武器交還烏克蘭。1日，美國廣播公司（ABC）新聞節目《本週》（This Week）主持人卡爾（Jonathan Karl）就這一報導詢問蘇利文（Jake Sullivan）。

對此，蘇利文回答說「這不在考慮之列」，並補充說：「我們正在增加烏克蘭的各種常規能力，以便他們能夠有效地保衛自己，並與俄羅斯人戰鬥，而不是（給予他們）核能力。」

據悉，1991年蘇聯解體後，烏克蘭一度擁有世界第三大核武庫，核軍力堪稱僅次於美國和俄羅斯，但在西方和莫斯科的壓力下，烏克蘭於1994年簽署《布達佩斯安全保障備忘錄》交出核武，作為交換條件，當時美國、俄羅斯、英國等國承諾保障烏克蘭的安全和主權。

"I've encouraged the Ukrainian team to engage the incoming team as well as to engage all of our allies and partners, because, again, on Jan. 21, the war in Ukraine doesn't just go away. Statement from National Security Advisor Jake Sullivan    The White House 20241202

In September, the President announced a surge in security assistance for Ukraine to put Ukrainian forces in the strongest possible position before he leaves office. As part of that effort, he directed his team to fully utilize all funding available for Ukraine’s defense. Today, we are announcing a $725 million security assistance package for Ukraine, which includes substantial quantities of artillery, rockets, and air defense capabilities. The President has directed the Department of Defense to deliver the materiel to Ukraine rapidly — to ensure that Ukraine has the equipment it needs to defend itself. In addition to this surge in assistance, the President has authorized a series of additional steps to strengthen Ukraine’s position in this war. Earlier this year, the President decided to prioritize U.S. air defense exports for Ukraine, and as a result of this decision, Ukraine has received hundreds of additional air defense missiles, with more deliveries on the way. To help Ukraine stabilize its lines in the east, the President has authorized the provision of non-persistent anti-personnel land mines to Ukraine as a limited exception to the Administration’s continuing landmine policy.  In response to the entry of North Korean soldiers into this war, the President has decided to adjust permissions on Ukraine’s use of U.S.-provided long-range missiles.
