The entity that started the attack and violated the international order on October 7th is Hamas, not PLO, th4 legitimate government of the State of Palestine or the State of Israel. It is Hamas, act as a terrorist organization, should blame and eliminated.
My proposal for peace in the present Middle East is to rename the current "War on Gaza" or “Israel-Hamas War” to the "Palestinian Unification War," and to draft a more constructive plan for the region.
That is: establishing an Allied Forces, which consist of Israel, Palestine, and/or Egypt, the stakeholders and the contingent countries of Gaza. The Allied Force is under the NATO guidance, and the principle in the 1947 Partition Plan should be respected.
The political conditions are:

1. Israel and Palestine reach mutual recognition, with Egypt, Jordan, Saudi Arabia, and NATO serving as guarantors.
2. Gaza then entering a military occupation phase, which is administered and rebuilt jointly by the Palestinian Autonomous Government (PLO) and the Israel, and the military government, should be overseen by a international coordinating committee, which is similar to the Far East Commission during the Japanese occupation.

Forget about the UN, some of its members care none of the lives sacrificed and humanitarian support of both sides there.
