Putin's coercive measures, along with the reported warrant issued by the Russian Government against ICC officials, notably the Prosecutor of the Court and the judges of Pre-Trial Chamber II, make him and his group resemble a terrorist organization. They are akin to enemies of humanity.

俄羅斯國營通訊社塔斯社（Tass）昨天援引內政部資料庫報導，ICC的英國籍檢察官卡林汗（Karim Khan）已被列入內政部通緝名單。公告稱卡林汗1970年3月30日出生於蘇格蘭愛丁堡，但並未具體說明他因何罪行遭到通緝。

法新社報導，總部位於海牙的國際刑事法院發布聲明表示，「國際刑事法院認為俄方舉措是不可接受的。本院將不受影響地執行其合法任務，以針對最嚴重的罪行追究責任。」

卡林汗3月依據非法驅逐烏克蘭兒童的戰爭罪指控，對普丁與俄羅斯兒童權利專員利沃瓦-貝洛瓦（Maria Lvova-Belova）發出逮捕令。

ICC的聲明還敦促123個成員國「加強努力，以保護法院、相關官員和人員」。

俄羅斯並非ICC的締約國。莫斯科此前曾稱，ICC對普丁的逮捕令「無效」。

ICC也在另一份聲明中指出，它對針對卡林汗和其他ICC法官的措施「深感憂慮」。

負責監督管理ICC的ICC締約國大會主席在聲明中指出，該院「對這些恐嚇行為，以及破壞國際刑事法院任務不可接受的企圖感到遺憾」。

The International Criminal Court (“ICC” or the “Court”) is aware and profoundly concerned about unwarranted and unjustified coercive measures reportedly taken against ICC officials, notably the Prosecutor of the Court and the judges of Pre-Trial Chamber II by the authorities of the Russian Federation.  國際刑事法院（ICC或「法院」）注意到並深切關注據報俄羅斯聯邦當局對國際刑事法院官員，主要是法院檢察官和第二預審分庭法官採取的無理和無理的脅迫措施。
