評馬英九在中國提「台灣總統」

Former President Ma Ying-jeou (MYJ) used the terms "Taiwan President" and "former president" when meeting with Jiangsu Communist Party Secretary Xin Chang-Xing in Nanjing this evening, a language considered taboo by Beijing during his trip to China.
MYJ's behavior was not a random act but rather a display of "parallel expressions," similar to the "Shanghai Communique" mode, in which both sides express their viewpoints and stance without necessarily agreeing or disagreeing with each other.
Ma's language is reminiscent of President Clinton's speech at Fudan University in Shanghai on June 30, 1998, where he unexpectedly noted China's expected "three No's": "First, we don't support independence for Taiwan. Second, we don't support a 'two-China' solution. Third, we don't believe that Taiwan should be a member of any organization for which statehood is a requirement." However, Clinton's statement did not become a diplomatic document.
As far as we know, MYJ's behavior did not receive prior approval from the Kuomintang, nor did he notify the Mainland Affairs Council. However, it was not sudden, as MYJ read from a script.
The terms used by MYJ, such as "Taiwan President" and "former president," are language tricks commonly used to color and discredit political rivals in Taiwan's political arena, including political parties, politicians, and commentators. The Democratic Progressive Party tends to use "Taiwan" and "President" to color its opponents, while the Kuomintang insists on not using "Taiwan," often leading to low-level political language and interaction.
This kind of political maneuvering through language tricks will come to an end here, and neither side can use such language to "consolidate their base" and "gain votes" from now on.
This incident, along with a series of recent political events, may have even greater significance, particularly as President Tsai Ing-wen is about to make a transit visit through the United States. Will there be a positive response? The cancellation of a planned briefing just hours before her departure signifies that Ma's statement created brand new trouble way beyond President Tsai's anticipation. Let's wait and see!

 

前總統馬英九今天傍晚在南京會見中共江蘇省委書記信長星時提到「台灣總統」、「前總統」，一種北京視為禁忌的語言。
此事馬英九並非脫搞演出，而是展現「各表」，一種「上海公報」的模式。也很像1998年6月30日柯林頓在上海復旦大學演講，「意外的」首度說出中國期待的「三不」：「不支持台灣獨立、不支持兩個中國與一中一台、不認為台灣應當參加以國家為成員的國際組織」。但這個發言，並未成為外交文件。
以目前所知，馬英九的行為，顯然並未獲得國民黨的事先審核，當然也未向陸委會核備。也不是突然而來，因為馬英九是照著稿子唸出來。
至少在用語上，馬英九的「台灣總統」與「前總統」，在國內愛用「名詞」界定政治與對手的台灣政壇（包括政黨、政客、名嘴）—民進黨慣用「台灣」、「總統」來逼對手，國民黨也堅持不用「台灣」，都會陷入無所適從的狀態。
這種以文字遊戲從事政治，將到此為止，此後雙方任何人無法再用此語用語來「鞏固基本盤」從而「獲取選票」了。
此事，與近日一連串政治事件一起看，意義可能更大。尤其是蔡英文總統即將過境美國，會有正面的反應嗎？至少在出訪前幾個小時，已經取消出訪簡報。剩下，等著看！
