Typically, High-net-worth individuals (HNWI) are persons who hold financial assets larger than one million USD.  There are, of course, Very-high-net-worth individuals (VHNWI) and Ultra-high-net-worth individuals (UHNWI).
Along with a program of Xi’s Common Prosperity policy, China begins to review the tax files by HNWI through an application system for the Fourth-phase Golden Tax Project, which audits, collects, and punishes illegal, to average the wealth of the society, which accumulates from the Economic Reform since 1980.  Xi has confiscated the assets of VHNWI and UHNWI in the last couple of years, in which Alibaba and Tencent are the most famous. 
The Chinese definition of HNWI is ten million RMB, or equivalent to 1.4 million USD, close to the level of common acceptance.  But at the same time, we heard that the billionaire Li Ka-Shing reinvests in China reversely.  Li means to buy insurance, I guess.
But the ideals of the Common Prosperity are not a sin.  It is a common phenomenon, being the citizens of Tax Heaven, the super riches pay extremely low, or even zero, taxes to the governments to which they belong.  The governments are short of capital to open welfare for the nationals.  That is unfair to the weak, the economic system as a whole is becoming imbalanced and unstable in the long term.

近日在中國社群媒體和推特上，有個引發熱議的訊息，就是中國成立高淨值人士管理局，針對淨資產或銀行存款，在人民幣1千萬元，約4千多萬台幣以上人士，展開稽查行動，並且將透過智慧稅務手段，蒐集金流訊息，若這些高淨值人士要移民海外，還必須要先辦理稅款清算，被認為是要防止逃漏稅以及防止出逃海外。

流亡美國民運人士吳建民說：「對你控制最有效的手段拿錢啊，你只要做生意，你只要是高淨值人士，你只要你能移民海外，你有上千萬的資產你不拿錢嘛。」流亡美國的中國民運人士吳建民，在自己的社群頻道激動評論，中國社群媒體近日熱烈討論的重磅訊息，就是中國成立高淨值人士管理局，針對淨資產或銀行存款，在人民幣1千萬元以上人士，展開稽查行動，並且將透過2021年推出的金稅四期稅收管理系統，採取智慧稅務的手段，蒐集納稅人相關金流訊息，防止逃漏稅。

流亡美國民運人士吳建民說：「防止你們這些人把財產轉移到海外，你們猜得到嘛，你們有這麼多錢，你們一定想逃脫嘛。」而這些高淨值人士，若想要離開中國移民海外，就必須先辦理稅款清算，繳清相關稅款。吳建民說：「有完稅證明，海關才可以在你的護照上蓋章，才可以讓你持得有效簽證，能離開(中國)國門。」

中國近年來出現不少富豪，根據2022年中國胡潤百富榜，個人財富50億元人民幣以上的企業家有1305位，另外有中國媒體報導，資產達到3千萬美金的國際超高淨值家戶，有大約8萬6千戶，但在財富激增的同時，中國富豪移民海外人數也不斷成長，高淨值人士管理局，將稽查門檻設定在1千萬人民幣，預期將會有大約2百多萬人被納入，就有網友認為門檻過低，也擔心未來是不是會更加降低門檻，把所有擁有資產的人都納入管控。
