March 10, Volodymyr Zelensky, the President of Ukraine, announces a particular rebuilding project and says it will start along with the defeat of the Russian invasion.  Zelensky reveals the project amid the battle, which signifies the final of the war: Russia will defeat. 
The question that remains is: where to acquire the budget?  Putin and his oligarchs, as well as oligarchs in Ukraine as well as others, are the targets.
The rebuilding project covers two main aspects: the economy and politics -- a western democracy will prevail in Ukraine.

俄羅斯入侵烏克蘭從2月24日全面進攻，至今已邁入第15天，不僅多個城市的建築遭炸毀，也造成許多平民傷亡。烏克蘭總統澤連斯基（Volodymyr Zelensky）指出，他已下令制定特別國家計畫來重建，戰後會以快速、高標準把被因戰爭影響的城市重建好。有一名美國高級國防官員指出，俄軍一天內向基輔推進了5公里，最前線已到達基輔以東約40公里處。

據外媒報導，澤連斯基表示，他已下令制定特別國家計畫，在戰爭勝利後，會用最快的速度及最高標準對被戰爭影響的城市來進行重建。

美國國務院發言人普萊斯（Ned Price）指出，俄軍在摧毀烏克蘭許多基礎設施後，已包圍多座城市，不過卻未具體說明是包圍了哪些城市遭包圍。

此外，有一名美國高級國防官員透露，集結在基輔外圍的俄軍，過去一天向霍斯托梅爾機場（Hostomel）附近推進約5公里，最前線已到達基輔以東約40公里處，且自俄羅斯入侵烏克蘭後，已發射了775枚各式各樣的導彈。
