Some argue the U.S. President Biden’s language “the Taiwan agreement,” after he stepped down from Marine One and received an interview on October 5th.  The most likely story is that this is Biden's convenient expression, not a new policy.
However, seeing that Beijing always bypasses Taiwan Relations Act and the Six Assurances and stresses the Three Communiqués to misguide the media, the U.S. must find a way to pack them as a whole to indicate the Key U.S. Foreign Policy Documents for the Region.
But the term shift has never been a simple issue: the term Formosa and the Pescadores shifted from in the Treaty of  Shimonoseki of 1895 and the General Order No.1 of 1945, through Taiwan and Penghu in the Treaty of Mutual Defense Treaty of 1954, and to Taiwan (including Penghu) in Taiwan Relations Act of 1979.

Q    Any comment towards China — China’s provocation over Taiwan?

THE PRESIDENT:  Look, China has — I’ve spoken with Xi about Taiwan.  We agree we — we’ll abide by the Taiwan agreement.  That’s who we are.  And we made it clear that I don’t think he should be doing anything other than abiding by the agreement.
