A friend of mine who lives in London observes as follows;

The numbers of the Covid-19 infection reaches a high level after the UK lifted the lockdown last Monday and back to what it was.  However, the numbers drop significantly in a couple of days.  Boris Johnson, the Prime Minister, was excited about his bold decision last week.
The virus quickly infects those who did not vaccinate and do not willing to do.  After most of the above persons are infected, the virus can no longer effectively infect new guys who are vaccinated.  That is the reason why the infection numbers rise high then drop significantly. 
As a Taipei-based commentator, ten thousand kilometers away from London, my grave concern is HOW the decisions of the UK government make, instead of WHAT the infection numbers rise.
Being advanced countries, they face all new situations from time to time.  They have no precedents and have to make decisions based on facts, assumptions, theories, and inferences.
The secondary countries wait until the advanced countries making the decisions, see what the results become, and imitating them.

The gap between the advanced countries and the secondary is so huge that the laters are very hard to catch up with the formers.
The policies of the second-rate countries are based on reproduction, while those of the advanced countries are on experiments and fundamental logic.

「英國自從上禮拜一口罩、社交距離全解封，回復以前正常生活後，確診數一直飆破新高。
但這兩三天整個確診數據都超級大幅下降了，強生超高興，他這次終於賭對了上禮拜的勇敢解禁。
因為拜一全面解禁後，病毒開始傳染給年輕人跟不願打疫苗的人，所以在上禮拜確診數據飆高至1月紀錄，然後病毒傳完以上那兩類人後，打算再擴散傳染，但因為30歲以上的英國人都幾乎已打完兩劑，所以傳不太出去了，也就是說病毒上禮拜該傳的都傳完了，現在碰壁傳不出去了，所以這兩三天數據馬上驟降，所以強生很高興，政治前途賭對了。」 

觀察重點不是政治，而是文化：
先進國家常遇到前無古人的狀態，沒得抄襲，一切只能根據事實、理論與推論，進行決策。
反之，後進國家總是等慣性的等先進國家的決策，觀察沒問題之後，才抄襲跟進。
也因之，後進國家與先進國家之間，總是有巨大的鴻溝是後進國家無法跨越的。後進國家的發展成果，是基於先進國家的實驗而成立的。
