As far as I could memorize: the USMC sent a squad of the marines with a particular package to Taiwan days after the 2011 Tōhoku earthquake and tsunami happened.  They stayed at an apartment, which the AIT personnel scouted.  Their mission was simple: securing the parcel 24/7.
People were speculating that the package was for an emergency, either military or civil.
There was a civilian retreat for some 80s U.S. citizens who lived in Japan then to Taipei.  The said Americans received a separate and exclusive immigration service, and AIT booked the hotels in the Taoyuan Airport.

美國一架C-146專機今日上午9時30分左右飛抵松山機場，這架飛機是從沖繩飛往台灣，僅短暫停留半小時，於上午10時左右離場。

根據美國空軍官網簡介，C-146主要任務是美國特種作戰司令部靈活運用的小隊和貨運飛機，空運任務是由空軍特種作戰司令部的機組人員執行。

對於美國空軍行政專機於上午飛抵松

山機場一事，外交部回應「並無相關說明，也無進一步評論」。

該型機有時會擔任美軍特戰司令部專案任務人員與軍品的運輸機，共有20架，過去美軍來台協訓先遣行程會勘，也曾搭乘該型軍機來台。但今日傳專機來台是為負責運送候任AIT處長孫曉雅（Sandra Oudkirk）交接使用的物品，原定停留1小時至10時30分，在短暫整補後，提早24分鐘於10時06分升空離台。

針對美國行政專機降落松山機場，空軍表示，空軍並未接觸這架專機抵台事宜，地勤作業也非由空軍松山基地所負責，空軍沒有相關資訊提供。
