The donations f vaccines from Japan, in particular from the U.S., are game-changers.

Comparing the vaccinations in the neighboring courtiers such as Japan, South Korea, Hong Kong, Singapore, and even Vietnam, the Philippines, and Thai, Taiwan gets doses far less than needed, which triggers the anxiety of Taiwanese people and endangers the legitimacy of the Tsai’s administration.
The Tsai’s administration claimed to purchase some 30 million doses of vaccines, including two 5 million separate doses of local vaccines, since December 2020.  However, the commander of the CECC, Central Epidemic Control Command, reluctant to expresses clearly the fundamental questions of when and how many doses will be shipped. 
Although the administration claims to purchased 30 million doses, but, only 1.1 million doses, 4.6 percent of 23.7 million populations for full vaccinations, arrived before today, including 117 thousands of AZ on March 3rd, 192 thousands of AZ from COVAX on April 4th, 410 thousands of AZ from COVAX on May 19th, 150 thousand “moderna” on May 28th, and 240 thousand doses of moderna on June 20th.  Japan donated 1.24 million doses of AZ on June 4thin single lot, over the sum of the 1.1 million doses by purchasing for five times.
Taiwanese people do not understand why is that? 
Even Terry Gou of Foxconn expressed to donate 5 million doses of BDT vaccines to the government on May 23rd, yet did not receive meaningful responses until June 18th.  Many believe that President Tsai invited tsmc, Taiwan Semi-Conductor Corporation, to donate the same brand and the same quantity of vaccines.  By doing so, the people believe that Tsai holds the strategic top position approved the donations quickly.
The government blames the scarcity and the delay of the vaccines is because of the boycott from Beijing.  However, the people of Taiwan see it oppositely.
They see Beijing’s boycott as an excuse for the administration’s carelessness and impotence.  The worst theory people believe is that Tsai’s administration let the scarcity happens intentionally for supporting the local vaccines.  However, the scarcity is not only for the vaccines but also for the capacity of PCR test and other at-home test kits, masks, medical protecting clothes, High Flow Nasal Cannula (HFNC), developing different types of examination shelters, among others.  Any of them could be a scandal if it turns out to be true.  The local Medigen vaccines could be another, because of the too quick and too loose approval by Taiwan’s FDA.
That is why Tsai’s poll drop drastically to a historically low level despite her got a historically high percentage of votes in the 2020 Presidential Campaign.
Thanks to Japans donation of 1.24 million doses AZ on June 4^th, the administration starts to vaccinate the elders who are above 85.  Comparing to the improper farewell speech of AIT’s Taipei Director W. Brent Cristensen on May 26^th, the U.S. announced to donate 750 thousand doses of vaccines in the visit of the U.S. congresspersons at Song Shan AFB on June 6^th
The U.S. quickly aware of the scarcity of the vaccines will become a geopolitical breakage of the first island chain, and triples the donation to 2.5 million doses.  The donation is about to arrive at Taiwan on June 20^th by CI5169.
As a result, the fact that Taiwan: Japan: the U.S.=1:1:2, is pretty much coincides with the balance of the separate powers and the responsibility of each party.
