20160606: the second Moraku relief both from Japan and the US

Three U.S. Senators visited Taiwan on June 6th as a coincidence, the anniversary of Operation Overlord, commonly known as the Battle of Normandy in 1944, by taking the Boeing C-17A Globemaster III.  The C-17A, which belongs to the 535th Airlift Squadron of Hickman AFB, Hawaii, arrived in Taiwan from Korea.  It is a part of a larger visit to the Indo-Pacific region.

 The three senators belong to the Committees:
 Ladda Tammy Duckworth: Committee on Armed Services (an Iraq War Veteran, Purple Heart recipient)
 Subcommittee on Airland;
 Subcommittee on Readiness and Management Support;
 Subcommittee on Strategic Forces
Daniel Scott Sullivan: Committee on Armed Services
 Subcommittee on Airland;
 Subcommittee on Readiness and Management Support;
 Subcommittee on Strategic Forces
Christopher A. Coons: Committee on Foreign Relations
 Subcommittee on Africa and Global Health Policy;
 Subcommittee on East Asia, the Pacific, and International Cybersecurity Policy;
 Subcommittee on Multilateral International Development, Multilateral Institutions, and International Economic, Energy, and Environmental Policy

President Tsai met with the Senators at 0830.  They left at 1030 and back to Korea.

The flash mob visit was released a day previously.
Senator Duckworth announced an aid of 750 thousand dose vaccines, believed to be the moderna, of the first 25 million doses U.S. aids to COVAX in the total 800 million doses to the world.
Together with June 4th's 1.2 million dose aid of AZ vaccines from Japan, President Tsai received some 2 million doses of aids of vaccines soon.  This would be a great help for the DPP administration for it is suffering from not acquiring sufficient vaccines for long.
The visit seems to be a reply to the U.S. relief after the devastating typhoon Moraku in 2009.  The U.S. military planes carried limited waterproof cloth and water purifiers at the time.  The cargo was meaningless in the practical relief; however, the operation signified something: Taiwan is under the protection of the U.S. and other like-minded countries, such as the UK and Canada.
The U.S. replays the move of 2009 when Taiwanese people are facing no vaccines to fight the spread of the infections.  The difference is that Japan does the job first this time.
The aids are late frankly speaking; however, the fact that they are from Japan and the U.S. signifies something extraordinary.  The influence sphere and the determination of the US-Japan alliance, the aid of vaccines implying zoning, is something that Beijing should not neglect.  Of course, the administration's failed efforts, the acquiring of vaccines, to fight the pandemic fail that we have to figure it out later.
But some questions remain:
1. The C-17A, a military cargo plane, carries the Senators strangely?
2. the two million doses from Japan and the U.S are direct aid, which supposes to excluded from the summation of previous government purchasing, or not?
