Contrasting to the SARS Responding Committee (SRC) in 2003, the member of the Central Epidemic Control Command (CECC) of 2020 is much more limited in terms of authority or power. 

In 2003, the SRC was led by the Premier of the Executive Yuan and the members were Ministers of his Cabinet, including the head of the military and the head of civil affairs.  President Tsai, then Minister of the Mainland Affairs Council and a member of the SRC, in charge of the border control, is supposed to know the situation: jurisdiction matters. 
The CECC, on the contrary, is led by the Minister of the Ministry of Health and Welfare with most of the members his subordinates, except for the Deputy Minister of the Internal Affairs serve as the Vice Commander.  That configuration has limited jurisdiction to dispatch necessary resources to fight the epidemic, especially acquiring the vaccines in time.
The above configuration works by the book and looks smoothly in the days of fewer infections in 2020.  Yet, it seems incompetent to meet the genuine challenge in 2021 when the numbers of the infected and the death reach a high level quickly.
Why does the Cabinet omit to designate a specific high-level administrator, such as the Prime Minister or his deputy, as the Commander of the Central Epidemic Command Center in the "Special Act for Prevention, Relief and Revitalization Measures for Severe Pneumonia with Novel Pathogens" to control the whole situation at the first place?

與2003年的SARS應對委員會（SRC）相比，2020年的中央防疫指揮部（CECC）成員無論是權力還是權力都更加有限。
2003年，SRC由行政院長領導，成員為內閣部長，包括軍隊首腦和民政部長。時任大陸事務委員會部長、負責邊境管制的SRC成員的蔡總統應該知道情況：權力很重要。
相反的，CECC 由衛生和福利部部長領導，大多數成員是他的下屬，除了內務部副部長擔任副司令。這種配置在調度必要資源抗擊疫情方面的權限有限，尤其是在及時獲得疫苗上。
上述配置，在2020年感染人數較少的日子裡照章辦事看起來還算順利。然而，在2021年感染人數和死亡人數迅速達到高位的情況下，似乎無法應對真正的挑戰。
為何內閣沒有在第一時間於《嚴重特殊傳染性肺炎防治及紓困振興特別條例》中指定院長或其副手等具體的高級官員擔任中央疫情指揮中心的指揮官來控制整個局勢？（中文由Google翻譯，Taimocracy修正）
