Pompeo論台灣＝龐皮歐「現在完成式」的關鍵日期
It is something critical when the Department of State declared “Taiwan has not a part of China,” and the Department of Defense announced, “Taiwan was never part of China” within less than a half year, spanning two administrations.

 The U.S. allows China to assert its stance unilaterally of “Taiwan is a part of China," which originated from the Shanghai Communiqué of 1972.  In the Communiqué, both the U.S and China stated their different stance separately.
It has been the wrongdoings of the U.S. afterward, not to notice China that its stance is yet to become a consensus: the U.S. acknowledges, not recognizes, China's stance in the Communiqué.
That carelessness surrenders the most critical political and legal weapons of the U.S. as well as the rest of the world in favor of China.  China, on the contrary, using the said carelessness to assert things aggressively in almost every part of its foreign affairs.
Now the U.S. finds the devastating mistake.  Let's see what will happens later.

「台灣從來都不是中國的一部分」，最早的是20201112，Pompeo接受The Hugh Hewitt Show訪問。當主持人問及中國意圖侵略台灣，與台灣地位和中國的關係時，龐皮歐做了歷來最清楚的一次說明。他說：討論此議題時「務必使用正確用語」（get the language right）。
隨後龐皮歐說明：Taiwan has not been a part of China。他以現在完成式，而非簡單現在式呈現，顯然想表達精確含意。

20210315 美國國防部官網的The Defense News說：
China has built islands in the South and East China Seas and plunked missiles on top. Chinese leaders talk of unifying Taiwan under Chinese rule, but Taiwan was never part of China.
With Taiwan in particular, Defense Department officials look at Chinese capacity. "Do they have sufficient numbers of the right pieces of equipment necessary to execute what … they would believe would be a successful operation?"

美國《國防部新聞》15日報導，美國國防部官員認為，中國宣稱要統一台灣，然而「台灣從來都不是中國的一部分。」美國將探討中國軍事能力是否能夠武統台灣。此外，面對中國、北韓、俄羅斯、暴力極端主義活動等威脅，美國印太司令部為實現該地區自由開放，會積極制止侵略。

報導指出，美國無法得知中國的計畫，不過他們將探討中國的軍事能力，是否能夠進行武統台灣的計畫。而中國領導人一再宣稱要統一台灣，不過台灣從來就不是中國的一部分。

報導提到，即便疫情肆虐，中國仍快速進行軍事現代化，其海軍仍有25主力艦艇服役；此外，美軍與伊拉克在阿富汗作戰時，中國伺機學習作戰計畫，還打造類似波爾卡堡（Fort Polk）和歐文堡（Fort Irwin）的大型訓練中心，加強聯合作戰能力。

中國此舉已削弱美國傳統的威懾能力，一名美國國防部官員認為，就算中國領袖們擬定了完美計畫，但遇到突發狀況，他們就無法應對，並且陷入困境；相較美方在面對敵人攻擊，例如海軍陸戰隊員被丟擲手榴彈，身邊卻無人告訴他們該怎麼做時，這時的戰鬥表現最為優秀。

此外，報導提到，美國在印太地區的威脅，包括中國、北韓、俄羅斯、暴力極端主義活動等，美國印太司令部為實現該地區自由開放，會積極制止侵略。目前印太地區缺乏如北約或歐盟的組織，而「盟友網絡」正是美國最佳武器，近日美國總統拜登召集澳、日、印度元首展開的四方會談，即是最新正向發展。
