SUBJECT:  Arms Sales to Taiwan (S)

As you know, I have agreed to the issuance of a joint communiqué with the People’s Republic of China in which we express United States policy toward the matter of continuing arms sales to Taiwan. (S)

The talk leading up to the signing of the communiqué were premised on the clear understanding that any reduction of such arms sales depends upon peace in Taiwan Straits and the continuity of China’s declared “fundamental policy” of seeking a peaceful resolution of the Taiwan issues. (S)

In short, the U.S. willingness to reduce its arms sales to Taiwan is conditioned absolutely upon the continued commitment of China to the peaceful solution of the Taiwan PRC differences.  It should be clearly understood that the linkages between the two matters is a permanent imperative of U.S. foreign policy. (S)

In addition, it is essential that the quantity and the quality of the arms provided Taiwan be conditioned entirely on the threat posed by the PRC.  Both in quantitative and qualitative terms, Taiwan’s defense capability related to that of the PRC will be maintained. (S)

備註:根據一九八二年八月十七日一份內部的總統備忘錄,羅納德·里根總統對《八一七聯合公報》做出以下解釋:
如各位所知,我已同意與中華人民共和國發布聯合公報,其中表達了美國對對台持續軍售一事的相關政策。

簽署該公報前的相關會談,係基於一清楚認知而進行,亦即上述對台軍售之減量,端視台海和平狀況以及中國對其所宣告之尋求和平解決台灣議題的「大政方針」之延續與否而定。

簡言之,美國同意減少對台軍售之意願,全然以中國持續其和平解決台灣與中華人民共和國分歧之承諾為先決條件。眾人應清楚理解,上述二者之關聯性是美國外交政策中一項恆久的必要要求。

此外,至關重要的是,美國對台提供武器之性能與數量完全視中華人民共和國所構成之威脅而定。無論就數量和性能而言,台灣相對於中華人民共和國之防衛能力皆應得到維持。

  4. The text of “six assurances”

    In brief, we can refer to Wiki’s description (https://en.wikipedia.org/wiki/Six_Assurances), which has 2 similar statements.

    The first (resolution) one is recognized by public because it is the excerpt from Parliament Hearing. However, the original text of the “six assurances” is stated in the draft bill, which indicated as “first version” in this Wiki article.

    People might be curious where the text of “six assurances” in the draft bill came from? In fact, it is in a document the Congress received from Reagan Government, and I personally believe that the drift bill accidently selected the text of “six assurances” from this document (but the Congress rectified in the final resolution later).

    You may refer to Congressional Research Service Report-- Taiwan: Texts of the Taiwan Relations Act, the U.S. - China Communiques, and the "Six Assurances" (CRS Report 96246) (https://digital.library.unt.edu/ark:/67531/metacrs695/m1/1/high_res_d/96-246f_1998May21.pdf). It was classified or has not been digitized before when I first heard the title, but it is open to public now (might because of the accident leak by drift bill).

    THE BRIEF INTRODUCTION OF “SIX ASSSURANCES” IN CRS REPORT 96246 IS NOT CORRECT!!!!

    Harvey Feldman’s article “Taiwan, arms sales, and the Reagan assurances (2001)” (American Asian Review, Vol. 19, iss. 3, pp75-101) implies that Dr. Gaston Sigur (who was senior director of Asian affairs in NSC) drafted the “six assurances” under President Reagan’s direction. And I put “Gaston Sigur” + “six assurances” in google search engine which pop out a sentence says “... My own memory is that the six assurances were drafted by Dr. Gaston Sigur, ...”
