美參院版國防授權法 建議美軍參加漢光演習    中央社20180607

美國參議院軍事委員會公布參議院版國防授權法草案，要求美軍適當參加台灣軍演，像是年度漢光演習。同時，美方也應考慮派遣美軍醫療船赴台，執行太平洋夥伴任務。

美國參議院軍事委員會於5月24日表決通過參院版2019財政年度國防授權法草案（S 2987），草案內容今天正式對外公開。

草案在第1243條談及台灣。條文指出，參議院認為台灣關係法與六項保證是美台關係基石，美國應當加強與台灣的國防與安全合作，支持台灣發展有能力、預備的與現代化國防力量，以維持自我防衛能力。

條文指出，基於台灣關係法，美國應該大力支持台灣透過國外軍售、直接商業銷售與工業合作獲得防禦性武器，特別是不對稱戰爭與海下戰爭能力。美方也應透過確保及時審查與回應台灣的國防物品與國防服務要求，提高對台軍售的可預測性。

第1243條也要求美國國防部長應當推動加強與台灣的安全交流政策，包括適當參與台灣軍演，像是年度漢光演習，台灣也應適當參與美國軍演，並基於台灣旅行法，促進美台高階與一般官員往來。

此外，條文也認為，美台應當擴大人道主義救援與救災合作，美國國防部長也應考慮支持美國醫療船前往台灣訪問，作為年度「太平洋夥伴」（Pacific Partnership）任務的一部分，以改善救災計畫與準備工作，並加強美台間合作。（編輯：何宏儒）1070607

SEC. 1243. SENSE OF SENATE ON TAIWAN.   雲程翻譯

1243.參議院對台灣的意見。

It is the sense of the Senate that—

(1) the Taiwan Relations Act (22 U.S.C. 3301 24 et seq.) and the ‘‘Six Assurances’’ are both cornerstones of United States relations with Taiwan;

(2) the United States should strengthen defense and security cooperation with Taiwan to support the development of capable, ready, and modern defense forces necessary for Taiwan to maintain a sufficient self-defense capability;

（2）美國應加強與台灣的防衛和安全合作，支持台灣保持足夠自衛能力所需要的有能力，現代化和現代化的國防力量的發展；

(3) the United States should strongly support the acquisition by Taiwan of defensive weapons through foreign military sales, direct commercial sales, and industrial cooperation, with a particular emphasis on asymmetric warfare and undersea war fare capabilities, consistent with the Taiwan Relations Act;

(5) the Secretary of Defense should promote Department of Defense policies concerning exchanges that enhance the security of Taiwan, including—

(C) exchanges between senior defense officials and general officers of the United States and Taiwan consistent with the Taiwan Travel Act (Public Law 115–135);

(6) the United States and Taiwan should expand cooperation in humanitarian assistance and disaster relief; and

(7) the Secretary of Defense should consider supporting the visit of a United States hospital ship to Taiwan as part of the annual ‘‘Pacific Partnership’’ mission in order to improve disaster response planning and preparedness as well as to strengthen cooperation between the United States and Taiwan.
