Dear Mr. President,

As a member of the Olympic Movement, FISU adhere strongly to the principle that sports events should be peaceful celebrations of human achievement, of the values of friendship, excellence and respect.

身為奧林匹克運動一員，國際大學運動總會(FISU)強烈遵守運動賽事應為人類成就與友誼、卓越與尊重等價值的和平慶典。

Throughout this Universidad and a preceding period of preparation, FISU has worked hard to ensure that political issues did not overshadow sport.  When this in mind, detailed protocol requirements were established that clearly explained the naming issue of the Chinese Taipei, as well as the issue of the flag and the anthem that should be used on all official occasions during the Universidad.  These requirements were communicated to Heads of delegations during the meeting on 8-12 May 2017.  They are in a strict compliance with the principles established by the International Olympic Committee in reference to Chinese Taipei back in 1979 and 1981.  If we are to teach the values of sports, then one thing we must teach must be respect for the rules.

貫穿本屆世大運與先期籌備階段，FISU致力於保證政治議題不掩蓋運動本身。有此意識在心，我們制訂了共通規則，即清楚解釋「中華台北」的命名議題，以及旗幟與會歌議題，必須全程使用於世大運的官方場合。此項要求已於2017年5月8日到12日的會議中與各代表團代表溝通過。此為嚴格遵守國際奧林匹克委員會在1979年與1981年所建立有關「中華台北」的原則。若運動有值得我們該學之處，其中之一是尊重規則。

It has come to my attention that some of your athletes at last night’s closing ceremony may not have acted entirely in keeping the protocols in question and in a spirit of respect.

我注意到，昨天你們一些運動員在閉幕典禮中，並未完整遵守前述規則，也未展現尊重的精神。

Passion is at a high level among our young student athletes at the end of the Universidad.  It is precisely at this moment that we have a duty to make sure they do not behave in a way that detracts from the spirit of the Universidad.

你們的運動員在世大運結束時熱情高亢。正是這時候，我們有義務確保他們不會做出傷害世大運精神的行為。

I would be grateful for an explanation of the behaviour of FeDUA’s delegation at the closing ceremony and an assurance that you will raise the matter with your delegation.

懇請解釋阿根廷大學運動委員會(DeDUA)代表團在閉幕典禮的行為，並保證您將向代表團提出此事。感謝您！
