國際法上，所有軍民船隻有「領海的無害通過權」，但有一定的規範須遵守，包括迅速直接通過以無顯示敵意等等。
不過，若是有敵意國家的軍艦要引用此權利，沿岸國伴隨航行以行監視絕對是必要的。否則等於是將國防開放給敵人。
荷蘭海軍無力伴航監視，恐是整個北約的安全配置問題。
不過，穿越英吉利水道的話，應該有聯合王國的海軍在一旁吧？
