由於避免緊急危難（憲政與立法層級）或行使超乎憲法規定的抵抗權，學生們在3月18日晚間侵入立法院議場，並從此佔據該處。
雖然進入議場的時候並非經過立法院總務處的允許。但既然院長釋出善意，且立法院總務處查看損壞情形與保留日後請求回復損害的請求權之舉，則學生們理應在此之前盡可能回復原狀以便移交「佔據狀態」給該場地的合法所有人。
為了避免場地所有人趁機虛報損失，或者趁機換新設備而轉嫁學生，雙方代表並同公正人士陪同檢視議場。只限定議場。

由於檢視的必要性，因此，某種形式的文件以載明雙方的責任義務範圍（至少是損害程度、修復方式與移轉狀態）是必要的。
對學生，這樣才是負責任與文明的退場；對政府，這才是負責任與文明的取回。（現在是從政治思考的 mode 回復治理思考的 mode）
這個必須雙方都同意,也最好由指派的律師簽署法律文件並見證,是個好想法.只是向來威權體制對付群眾運動的手段之一就是透過司法系統判予高額賠償來抑制運動的領導者,即使沒有議場內硬體設備的問題,民事附帶的經濟追殺也絕對是選項.更不用說其他還有諸如聚眾首謀等法條可以判到7年.

How important for more than half millions protestors appeared on March 30, 2014 to protest over a Taiwan-China trade pact? From the viewpoints of the American, if any one wants something or protests against something, he/she has to speak out loudly to let others know what he/she wants or against. For example, if my neighbor wants to build one two stories house that may prevent me from normal sunlight, then I have to go to public hearing to against it. Under this circumstance, because of my protest, my neighbor cannot build his two stories house. In Taiwan's case, more than half millions of protestors showed up to protest Taiwan-China trade pact the US has to listen carefully what the people of Taiwan wants. That is why Daniel R. Russel, Assistant Secretary, Bureau of East Asian and Pacific Affairs in Testimony Before the Senate Committee on Foreign Relations Subcommittee on East Asian and Pacific Affairs on April 3, 2014, said "The United States has an abiding interest in peace and stability across the Strait. Toward that end, the United States supports and encourages improvements in cross-Strait relations, albeit at a pace acceptable to the people on both sides." This is called people's power. in the future, if there is any issue that the people of Taiwan wants, please go this way to tell the US what we want. Good job.
