During the Pacific War, several notable and pivotal battles took place in the Philippines' Leyte and Davao regions. In Leyte, the Battle of Leyte Gulf erupted on October 23, 1944. In Davao, the Japanese Invasion of Davao occurred at the war’s outset on December 19, 1941, followed by the Battle of Davao toward the war’s end, starting on April 27, 1945.
Currently, the U.S. military has begun strengthening the deployment of supply bases and related facilities in the southern Philippines’ Davao region. This indicates that the U.S. has determined that the expanding People’s Liberation Army (PLA) is emulating the wartime Japanese military’s strategy, using the southern Philippine archipelago’s waters as a corridor to advance into the South Pacific and suppress Australia, thereby severing its connection with U.S. forces and collaborating with China’s artificial island bases in the South China Sea to disrupt the U.S. global strategic layout.
Tactically, a logical approach for the PLA would be to occupy multiple islands and develop them into supply and defense bases. Since these islands legally belong to the Philippines, the PLA’s potential strategies could include supporting pro-China candidates—from the president and members of Congress to local governors and councilors—in elections, or supporting rebellion in the Philippines’ outlying islands, followed by cooperation with China. How the situation will unfold remains to be seen.

箝制南海進出太平洋通道

〔國際新聞中心/綜合報導〕為因應未來與中國可能爆發衝突,美國正積極強化印太地區的軍事後勤網路,計畫在菲律賓南部民答那峨島(Mindanao Island)的達沃地區(Davao Region,建立新的海上和航空補給基地,以增強美軍前進部署能力,扼守南海進出太平洋的通道,抗衡中國進逼。

多點補給燃料 不限蘇比克灣

「美國海軍協會新聞」(USNI News)廿二日報導,根據公開招標文件,美國國防部後勤署(DLA)正尋求與民答那峨的企業簽約,計畫每年供應多達四二○○萬加侖的燃料,供美國軍機和船艦使用。這項計畫將使美軍能在菲律賓多個據點補給燃料,而不再局限於蘇比克灣(Subic Bay)。

蘇比克灣曾是美國在印太地區最大的海軍基地,如今仍是美軍船艦在該區域或更遠距行動的關鍵補給點。新設施將使美軍在菲律賓擁有更多補給站點,尤其是在南海及蘇祿海(Sulu Sea)、西里伯斯海(Celebes Sea)等第一和第二島鏈之間的戰略咽喉地帶,以應對中國與美國船艦日益頻繁的活動。

相中民答那峨島達沃地區

美國海軍航空母艦打擊群長期利用菲律賓群島海域,進出南海與菲律賓海之間。近期,美軍航艦「喬治華盛頓號」(USS George Washington在西里伯斯海航行時,透過軍事海運司令部(MSC)租用的油輪加油。這些後勤擴充措施,反映美軍對於在國際換日線以西缺乏補給節點,以及美國本土與西太平洋距離過遠的擔憂。

國防部後勤署所提招標案,徵求民答那峨達沃地區建立承包商所有並營運的燃料儲存設施與配送服務,能夠接收、儲存並輸送海軍蒸餾燃料F76與航空燃料JP5,潛在地點涵蓋達沃灣(Davao Gulf)西岸,包括達沃市(Davao City)、南達沃省(Davao del Sur)及馬拉拉格灣(Malalag Bay)等。

除了海軍與航空燃料,民答那峨承包商還必須具備儲存與供應防冰添加劑潤滑油的能力。所建設施必須能同時為兩艘中型油輪或駁船加油。合約以四年為期,約滿可再續約五年

美國駐菲律賓大使館十六日宣布,美國海軍將在鄰近南海爭議島礁的巴拉旺省,興建兩座船艦整修設施,其中之一位於臨海的奎松市,另一座則設於奎松以北約一三公里的蠔灣(Oyster Bay)海軍基地,為菲國船隻提供維修保養服務。

也提供日澳後勤補給能量

這類基地建設可望進一步強化美菲聯盟的後勤保障能力,也可能提供日本、澳洲等美國盟友牽制中國的後勤補給能量,凸顯美國在印太地區的戰略佈局,致力於維持更常態性且靈活的部署態勢。隨著地緣政治情勢變化,未來美菲兩國在軍事設施與後勤合作上的進展,料將更為密切。

The Defense Logistics Agency is looking to expand its maritime refueling capacity from the Philippines by contracting companies on the southern island of Mindanao to supply up to 42 million gallons of fuel a year, according to new documents.

A solicitation put out by the combat support agency, which is responsible for sustaining U.S. military operations across the globe, is examining the Davao Region in Mindanao for contractor-owned and operated facilities and services that could receive, store and ship naval distillate grade F76 and aviation grade JP5. Considered locations encompass the western coast of the Davao Gulf, including Davao City, Davao del Sur and Malalag Bay.

While this region of the Philippines saw fierce combat between communists, radical Islamist elements and government forces, fighting has died down thanks to successful counter-insurgency efforts and peacebuilding initiatives.

However, defense activities in Southern Mindanao are once again ramping up as Chinese and American warships increase transits through nearby chokepoints between the first and second island chains in the Sulu and Celebes Seas.

The planned yearly fuel throughput of the solicitation only comes out to at least 42 million gallons of fuel product — less than half of what Naval Supply Systems Command Fleet Logistics Center Yokosuka in Japan provided annually in 2015. But the fueling capability would allow American vessels to refuel at more points throughout the Philippines beyond Subic Bay. Formerly the site of Washington’s largest naval base in the Indo-Pacific, U.S. Navy vessels regularly use the now-commercial facilities at Subic Bay to refuel for operations in the region and beyond.

Aside from naval and aviation fuel, the Mindanao-based contractor should have the capacity to store and deliver fuel system icing inhibitors and lubricants. The facility is also envisioned to support the simultaneous fueling of two medium-range tankers or barges. Services are expected to be provided for four years and may be renewed for another five-year period.

USS George Washington (CVN 73) recently took on fuel from the Military Sealift Command chartered ship motor tanker Badlands Trader while underway in the Celebes Sea, which is located south of the region eyed for contractor fuel services. U.S. carrier strike groups have utilized Manila’s archipelagic waters to transit between the South China and Philippine Seas.

These expanded logistical efforts come amid concerns of a lack of supply nodes west of the International Date Line in the event of a conflict with China, as well as the tyranny of distance between the continental United States and the Western Pacific.

The closure of Red Hill Bulk Fuel Facility in Hawaii, one of the Pacific Fleet’s most important fuel hubs, due to a fuel leak contaminating local drinking water has prompted the Navy to relocate its fuel to other locations throughout the Indo-Pacific, including Subic Bay. Former Secretary of the Navy Carlos del Toro claimed the service did not need to build new facilities following the closure of the Hawaiian fuel facility and could instead relocate the fuel to other locations in the theater.
