It is believed that secret Chinese investors have invested $30 million in
enterprises linked to Elon Musk, President Donald Trump’s closest aides.
However, given the Chinese Communist Party’s (CCP) desire for greater influence
and access to advanced technology, the actual investment amount is likely far
higher.
In an effort to "drain the swamp," Trump has granted Musk, a special
consultant to the President, unprecedented authority to dismiss federal agency
officials. Now regarded as a "shadow President," Musk has even
demanded that all remaining officials, including those involved in national
security, submit weekly work reports to him.
To achieve results quickly, Trump places greater trust in individuals rather
than institutional systems, despite his oath to uphold the U.S. Constitution
and his belief that he is doing so.
This recalls a key argument from The Federalist Papers: American
political institutions should be built on systems rather than individual
personalities. As long as the system functions properly, it does not matter
whether the President is a fool or a genius, an angel or a villain.
However, Trump’s extensive delegation of power to a physical person Musk now
risks crossing critical institutional red lines—lines designed to prevent the
government from self-destruction. The latest concern is that the CCP could use
its investment in Musk’s companies to influence Trump, potentially reshaping
U.S. national security policy in Beijing’s favor as well as stealing high-end technology.
It is rumored, though widely believed, that China has invested as little as $30
million to leverage a total of $10 billion in funding for SpaceX, xAI, and
Neuralink. The actual amount must be way more than that.

英國「金融時報」報導,中國富裕投資者已透過特殊目的公司,悄悄投資美國億萬富豪馬斯克掌控的太空探索科技公司等未上市企業,金額超過3000萬美元(約新台幣9億8500萬元)。
金融時報(Financial Times)引述涉入交易的資產管理公司及投資人說法報導,馬斯克(Elon Musk)獲任命為美國總統川普(Donald Trump)重塑聯邦政府的重要人物以來,中國的資產管理公司持續以兩人關係做為賣點,向中國富豪籌資。
這些資金持續流入馬斯克的未上市新創公司,包括人工智慧(AI)企業xAI、大腦晶片公司Neuralink以及太空探索科技公司(SpaceX)。
前述投資是透過特殊目的公司(SPV)這種不透明的結構進行,好處是能隱藏投資人身分,以免在美中兩國關係低迷之際,惹怒對中國資金審慎以待的美國當局和企業。
報導指出,使用SPV進行融資已經是司空見慣,而且並不違法。不過,由於馬斯克正以前所未見的力道涉入美國政策、政治及商業活動,這些投資可能存在不當影響和利益衝突的疑慮。
美國企業研究所(American Enterprise Institute)學者史劍道(Derek Scissors)表示:「處於馬斯克職位上的人怎麼能跟中國有如此多關係,卻仍然成為改革美國政府的好人選?」
史劍道還提到,中國資金湧入馬斯克的商業帝國,進一步顯示他更關心自己在中國的聲譽和企業品牌,而非在意美國利益。
由於結構不透明,導致難以評估中資流入馬斯克未上市新創公司的全部規模。
不過,有3家中國資產管理機構向金融時報透露,他們過去2年向中國投資者出售SpaceX、xAI及Neuralink的股票,合計價值超過3000萬美元;這些公司的估值如今已大幅攀升。
根據研究機構PitchBook,SpaceX從2002年創立以來,已從全球各地的投資人吸引超過100億美元資金。
參與這些交易的人士透露,中國資金流入馬斯克的商業帝國主要是獲利考量,跟技術轉讓或影響公共政策幾乎無關。
有金融顧問指出,儘管馬斯克與北京當局關係熱絡,但SpaceX一直很難獲得中國直接投資。中國安全部門的鷹派人士曾抨擊SpaceX與美國軍方的關係。
滙盛金融(Horizon Financial)首席經濟學家陳凱豐說道:「中國實體要投資SpaceX這類美國知名高科技公司有其難度。中國資金在許多領域都不受歡迎。」
馬斯克、SpaceX、xAI以及Neuralink的代表,都尚未回覆金融時報的多次置評請求。
