On June 10, the US Senate Committee on Foreign Relations passed the "Taiwan Protection and National Resilience Act of 2023," which aims to prevent the possibility of the CCP and PLA leveraging the US through their mutual industrial and commercial reliance, among other.
Two provisions were added to the draft:
"Nothing in this Act may be construed as a change to the one China policy of the United States, which is guided by the Taiwan Relations Act, the three United States-People's Republic of China Joint Communiqués, and the Six Assurances."
"Nothing in this Act may be construed as authorizing the use of military force."
These provisions suggest that the US commitment remains unchanged and that it does not intend to engage in war with China. It is important, especially for the CCP leadership, not to misinterpret it.

美國聯邦參議院外委會今天通過「保護台灣與國家韌性法案」，要求美國國務院、國防部、財政部等聯邦機構，就中共侵犯台灣擬定完整性制裁策略。

參議院外委會今天上午以口頭表決方式，無異議通過7部法案與決議案，其中包括由共和黨籍參議員盧比歐（Marco Rubio）、民主黨籍參議員皮特斯（Gary Peters）3月30日提出的「保護台灣與國家韌性法案」（Taiwan Protection and National Resilience Act）。

法案要求美國國務院、國防部、財政部、商務部等相關聯邦部會首長，向國會提出全面性制裁策略，協助美方與盟友擬定因應中國脅迫性行動的政策，包括入侵、侵犯台灣領土完整性等行徑。

法案也要求部會首長向國會報告，說明美國手中有哪些可以對抗中共的工具，例如中國仰賴的美國商品或服務，並防禦美國的弱點。

由於部分議員有疑慮，參院外委會今天通過的版本新增兩條聲明，一是強調不應把法案內文解讀成美國「一中政策」有改變，此政策是以台灣關係法、美中三公報及六項保證作為準則；二是不應把法案內文解讀成使用武力的授權。

盧比歐會後透過新聞稿表示，台灣是美國重要盟友，堅定支持台灣符合美國國家與區域安全利益。

他呼籲：「美國國會必須持續緊密監控中共對美國民主盟友的惡意行徑，持續堅定嚇阻任何對台灣的侵略。」

法案接下來將送交參議院全院審理，參、眾兩院須通過同樣版本法案，才能將提案遞交總統簽署生效。
