                                 A BILL

 

  To amend the Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019 to provide that the United States, as a member of any international organizations, should oppose any attempts by the People's Republic of China to resolve Taiwan's status by distorting the decisions, language, policies, or procedures of the organization, and for other purposes. 本法旨在修訂〈2019年台灣盟國國際保護與加強倡〉（TAIPEI）法的法案，規定美國作為任何國際組織的成員，應反對中華人民共和國透過歪曲該組織的決定、語言、政策或程序以及其他目的來解決台灣地位的任何企圖。

 

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, 無論是由美利堅合眾國參議院和眾議院在國會集會上頒布的，

 

SECTION 1. SHORT TITLE.  第一節、名稱

    This Act may be cited as the “Taiwan International Solidarity Act”. 本法可稱為〈台灣國際團結法〉 。

 

SEC. 2.  CLARIFICATION REGARDING UNITED NATIONS GENERAL ASSEMBLY RESOLUTION 2758 (XXVI).  第二節、對聯合國大會第2758（XXVI）號決議的澄清

    Subsection (a) of section 2 of the Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019 (Public Law 116-135) (relating to diplomatic relations with Taiwan) is amended by adding at the end the following new paragraphs: 〈2019年台灣盟國國際保護和加強倡議（台北）法〉（第116-135號公法）（關於與台灣的外交關係）第2節（a）小節經修訂，在末尾增加以下新段落：

            “(10) United Nations General Assembly Resolution 2758 (XXVI) established the representatives of the Government of the People's Republic of China as the only lawful representatives of China to the United Nations. The resolution did not address the issue of representation of Taiwan and its people in the United Nations or any related organizations, nor did the resolution take a position on the relationship between the People's Republic of China and Taiwan or include any statement pertaining to Taiwan's sovereignty. 「（10） 聯合國大會第2758（XXVI）號決議規定中華人民共和國政府代表是中國在聯合國的唯一合法代表。該決議沒有涉及台灣及其人民在聯合國或任何有關組織中的代表權問題，也沒有對中華人民共和國與台灣之間的關係採取立場，也沒有包括任何有關台灣主權的聲明。

            “(11) The United States opposes any initiative that seeks to change Taiwan's status without the consent of the people.” 「（11）美國反對任何未經人民同意而試圖改變台灣地位的倡議。」

 

SEC. 3.  UNITED STATES ADVOCACY FOR INTERNATIONAL ORGANIZATIONS TO RESIST THE PEOPLE'S REPUBLIC OF CHINA'S EFFORTS TO DISTORT THE “ONE CHINA” POSITION.  第三節、美國主張國際組織抵制中華人民共和國歪曲「一個中國」立場的努力。

 

    Section 4 of the Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019 (relating to the policy of the United States regarding Taiwan's participation in international organizations) is amended-- 修訂了〈2019年台灣盟國國際保護和加強倡議（台北）法案〉第4條（關於美國關於台灣參與國際組織的政策）——

            (1) in paragraph (2), by striking ``and'' after the semicolon at the end;  在第（2）款中，在結尾的分號後刪除“和”;

            (2) in paragraph (3), by striking the period at the end and inserting ``; and''; and  在第（3）款中，刪除句號並插入「；和」；以及

            (3) by adding at the end the following new paragraph:  在結尾處增加以下新款：

            “(4) to instruct, as appropriate, representatives of the United States Government in all organizations described in paragraph (1) to use the voice, vote, and influence of the United States to advocate such organizations to resist the People's Republic of China's efforts to distort the decisions, language, policies, or procedures of such organizations regarding Taiwan.”.「（4）適當時指示美國政府在第（1）款所述所有組織中的代表利用美國的發言、投票權和影響力，鼓吹這些組織抵制中華人民共和國歪曲這些組織關於台灣的決定、語言、政策或程序的努力。」

 

SEC. 4. OPPOSING THE PEOPLE'S REPUBLIC OF CHINA'S EFFORTS TO UNDERMINE TAIWAN'S TIES AND PARTNERSHIPS INTERNATIONALLY.  第四節、反對中華人民共和國破壞台灣在國際上的聯繫和夥伴關係。

    Subsection (a) of section 5 of the Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019 (relating to strengthening ties with Taiwan) is amended-- 修訂〈2019年台灣盟國國際保護與加強倡議（台北）法案〉（關於加強與台灣關係）第5節（a）款：

            (1) in paragraph (2), by striking “and” after the semicolon at the end; （1） 在第（2）款中，在結尾的分後刪除「和」；

            (2) in paragraph (3), by striking the period at the end and inserting “; and”; and （2） 在第（3）款中，刪除句號並插入「；和」；以及

            (3) by adding at the end the following new paragraph:（3）在結尾處增加以下新段落：

            “(4) encourage, as appropriate, United States allies and partners to oppose the People's Republic of China's efforts to undermine Taiwan's official diplomatic relationships and its partnerships with countries with which it does not maintain diplomatic relations.”  「（4）適當時鼓勵美國的盟國和夥伴反對中華人民共和國破壞台灣的官方外交關係及其與沒有外交關係的國家的夥伴關係的努力。」

 

SEC. 5. REPORT ON THE PEOPLE'S REPUBLIC OF CHINA'S ATTEMPTS TO PROMOTE ITS “ONE CHINA” POSITION. 第五節、關於中華人民共和國努力促進其「一個中國」立場的報告。

    (a) In General.--Subsection (b) of section 5 of the Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019 (relating to strengthening ties with Taiwan) is amended by inserting before the period at the end the following: “, as well as information relating to any prior or ongoing attempts by the People's Republic of China to undermine Taiwan's membership or observer status in all organizations described in section (4)(1) and Taiwan's ties and relationships with other countries in accordance with subsection (a) of

this section”. （a） 一般而言--〈2019年台灣盟國國際保護與加強倡議（TAIPEI）法〉（關於加強與台灣的關係）第5節（b）小節經修訂，在句號前插入以下內容：「，以及有關中華人民共和國先前或正在進行的任何企圖破壞台灣在第（4）（1）節所述所有組織中的成員資格或觀察員地位以及台灣的聯繫和關係的資訊根據本節（a）小節與其他國家共用。」

    (b) Effective Date.--The amendment made by subsection (a) shall take effect on the date of the enactment of this Act and apply beginning with the first report required under subsection (b) of section 5 of the Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019, as amended by subsection (a), that is required after such date. （b） 生效日期--（a）款的修正案應自本法頒布之日生效，並自2019年〈台灣盟國國際保護與加強倡議（TAIPEI）法〉第5節（b）小節要求的第一次報告開始適用，經（a）款修訂，在該日期之後需要
