The theory of the so-called
"Blue camp of ROC Unification" refers to Ma Ying-jeou's remarks,
which state that "our country is divided into two parts, one is Taiwan,
and the other is the Chinese mainland, both are the Republic of China, both are
China, just two parts"; "Whether it is Taiwan or the mainland, it
belongs to one China under the ROC Constitution"; and "The preamble
of the 1983 PRC Constitution also stated that Taiwan is an inseparable part of
China, and this fact is very clear."
The fatal fallacies in this theory are clear and apparent.
Firstly, it does not conform with the principle of international law of
"One State, one legitimate government," unless one is legitimate and
the other is not, or one is a local government.
Secondly, the PRC's cognition and practice recognize Taiwan only as a local
government of the PRC and strongly oppose the state-to-state status, which was
proposed by the late President Lee Teng-hui.
Lastly, the ROC Constitution has ceased to exist by the nature of the draft of
the PRC provisional Constitution in September 29, 1949.
所謂的藍統（Pro-unification Blue camp），就是這樣的概念：我們國家分兩個部分，一個是台灣地區，一個是大陸地區，都是中華民國，都是中國，只是兩個部分」；「不論是台灣，還是大陸，在憲法上都是屬於一個中國之下」「大陸1983年憲法前言也有講，台灣是中國不可分割的一部份，這個事實很清楚。」
藍統的錯誤很明顯：
1. 此說法不符合國際法「一國家一合法政府」的原則與實踐；
2. PRC認知與實踐認為台灣只是PRC的地方政府，並且強力反對李登輝總統的「國與國的關係」；
3. 在本質上，ROC憲法在PRC憲法（臨時憲法，或〈中國人民政治協商會議共同綱領〉）誕生的那一刻（1949.09.29）起就失效了。

前總統馬英九以祭祖名義前往中國訪問12天，今（2）日上午與湖南大學學生交流座談，進入贈禮環節前，馬英九突然站起身補充說明兩岸關係，「我們國家分兩個部分，一個是台灣地區，一個是大陸地區，都是中華民國，都是中國，只是兩個部分」；「不論是台灣，還是大陸，在憲法上都是屬於一個中國之下」。
馬英九表示，「講到兩岸，各位可能不知道，我們國家在1997年前後修改憲法，我們的定義裡面，我們國家分兩個部分，一個是台灣地區，一個是大陸地區，都是中華民國，都是中國，只是兩個部分。」
馬英九指出，「在《兩岸人民關係條例》第二條有定義什麼是台灣地區，什麼是大陸地區。台灣地區是台澎金馬，台灣、澎湖、金門、馬祖，大陸地區是台澎金馬以外的領土，所以不論是台灣，還是大陸，在憲法上都是屬於一個中國之下，我們是台灣地區，你們是大陸地區，我知道在大陸1983年憲法前言也有講，台灣是中國不可分割的一部份，這個事實很清楚。」
馬英九提到，法國跟德國是世仇，1963年簽了合作條約，雙方交換學生，用這種方式增進兩方關係，法國跟德國既不同文，也不同種，跟兩岸不一樣，我們不但同文同種，雙方都堅持一個中國立場。
馬英九認為，儘管現在分屬兩邊，有各自制度，有各自政策，希望大家努力減少不必要隔閡，雙方深層交流，讓年輕人在年輕階段知道必須往這方向走，這是他們這次來很重要的目標。
