20220103 〈五個核武器國家領導人關於防止核戰爭與避免軍備競賽的聯合聲明〉

I wasn't even aware of the "Joint Statement of the Leaders of the Five Nuclear-Weapon States on Preventing Nuclear War and Avoiding Arms Races," which was released on January 3, 2022. What interests me most is that it was issued 52 days before Russia's invasion of Ukraine on February 24.  It's no wonder that the West is concerned about Russia potentially using nuclear weapons to achieve military victory.
The Joint Statement primarily focuses on preventing the escalation of conventional warfare between the five nuclear-armed nations, rather than a nuclear war. Despite the Russian invasion of Ukraine a year earlier, it's clear that the five nuclear-armed nations have shown self-restraint and worked to manage the conflict, preventing it from escalating into a global war.

The People's Republic of China, the French Republic, the Russian Federation, the United Kingdom of Great Britain and Northern Ireland, and the United States of America consider the avoidance of war between Nuclear-Weapon States and the reduction of strategic risks as our foremost responsibilities.  中華人民共和國法蘭西共和國俄羅斯聯邦大不列顛及北愛爾蘭聯合王國美利堅合眾國認為,避免核武器國家爆發戰爭減少戰略風險是我們的首要責任。

 

We affirm that a nuclear war cannot be won and must never be fought. As nuclear use would have far-reaching consequences, we also affirm that nuclear weapons—for as long as they continue to exist—should serve defensive purposes, deter aggression, and prevent war. We believe strongly that the further spread of such weapons must be prevented.  我們申明核戰爭打不贏也打不得。鑑於核武器使用將造成影響深遠的後果,我們也申明,只要核武器繼續存在,就應該服務於防禦目的、懾止侵略和防止戰爭。我們堅信必須防止核武器進一步擴散

 

We reaffirm the importance of addressing nuclear threats and emphasize the importance of preserving and complying with our bilateral and multilateral non-proliferation, disarmament, and arms control agreements and commitments. We remain committed to our Nuclear Non-Proliferation Treaty (NPT) obligations, including our Article VI obligation “to pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a treaty on general and complete disarmament under strict and effective international control.”  我們重申應對核威脅的重要性,並強調維護和遵守我們的雙、多邊不擴散、裁軍和軍控協議和承諾的重要性。我們將繼續遵守《不擴散核武器條約》各項義務,包括我們對第六條的義務,「就及早停止核軍備競賽和核裁軍方面的有效措施,以及就一項在嚴格和有效國際監督下的全面徹底裁軍條約,真誠地進行談判」。

 

We each intend to maintain and further strengthen our national measures to prevent unauthorized or unintended use of nuclear weapons. We reiterate the validity of our previous statements on de-targeting, reaffirming that none of our nuclear weapons are targeted at each other or at any other State.  我們願保持並進一步增強各自國家措施,以防止核武器未經授權或意外使用。我們重申此前關於不瞄準的聲明依然有效,重申我們不將核武器瞄準彼此或其他任何國家。

 

We underline our desire to work with all states to create a security environment more conducive to progress on disarmament with the ultimate goal of a world without nuclear weapons with undiminished security for all. We intend to continue seeking bilateral and multilateral diplomatic approaches to avoid military confrontations, strengthen stability and predictability, increase mutual understanding and confidence, and prevent an arms race that would benefit none and endanger all. We are resolved to pursue constructive dialogue with mutual respect and acknowledgment of each other's security interests and concerns我們強調願與各國一道努力,創造更有利於促進裁軍的安全環境,最終目標是以各國安全不受減損的原則建立一個無核武器世界。我們將繼續尋找雙、多邊外交方式,避免軍事對抗,增強穩定性和可預見性,增進相互理解和信任,並防止一場毫無裨益且危及各方的軍備競賽。我們決心在相互尊重和承認彼此安全利益與關切的基礎上開展建設性對話。
