Nancy Pelosi, 52nd Speaker of the United States House of Representatives, is set to visit Taiwan in August as a stop on her round trip to Indo-Pacific countries.
Speaker Pelosi had postponed her scheduled trip to Taiwan on April 10th, the 43rd anniversary of the legislation of the Taiwan Relations Act (TRA), due to contamination of Covid-19 before her departure.
China blasts the visits.  But this time, according to the Financial Times, China claims more specific military measures.  Chinese commentators raise options from escorting the plane by PLAAF, establishing a No-Fly-Zone over Taiwan, shooting down the U.S. government-chartered flight, etc.
Newton Gingrich, the 50th Speaker of the United States House of Representatives, visited Taiwan in April 1977, the 18th anniversary of TRA, with his ten colleagues.  Nothing happened then.
China’s anger is nothing more than a gesture to raise its stake and maximize its political interests.  The U.S. will surrender its leading status once the U.S. President buys that.

〔編譯張沛元／綜合報導〕華盛頓郵報外交暨國安專欄作家羅金（Josh Rogin）廿三日撰文指出，美國眾議院議長裴洛西計畫訪問台灣，令拜登政府進退維谷，白宮希望裴洛西改期，但又怕因此讓北京自認能對美國決策指手畫腳，讓拜登挨批在台灣問題上太軟弱。羅金披露，美軍正擬定保護裴洛西訪問團的選項，納入考慮的措施包括調派航空母艦或戰鬥機，為裴洛西搭乘的軍機提供密切空中支援。

羅金：裴洛西有權訪台 中國無權置喙

羅金說，裴洛西將訪台的消息一出，中國大怒，美國憂心，台灣則左右為難。做為美國最高民意機構的民選領袖，裴洛西當然完全有權訪台，北京無權置喙。裴洛西此行是支持台灣民主的強烈訊號，但拜登及其幕僚無法漠視相關風險，特別是中共即將召開確認中國國家主席習近平第三任期的廿大，在此之前均屬高風險期。若採取前述調派美軍機艦護航措施，又可能遭北京誤認為挑釁，而非必要的維安措施。

訪台行程若延後 北京恐自認施壓奏效

另一方面，羅金指出，裴洛西延後訪台也有風險，恐令北京當局自認其撂話威脅的策略奏效，形同讓中國有權否決日後美國國會議員的訪台行程，埋下無窮後患。

羅金認為，最好的情況是裴洛西與拜登團隊折衷妥協，在訪台行程上口徑一致。例如，若裴洛西延後訪台，可派其他議員代打，並承諾在幾個月內成行，既可保住面子，又能確保不會樹立不良先例。

羅金強調，民主國家的人民及其民意代表可在免遭獨裁鄰國懲罰情況下，隨時造訪其他民主國家，這應該是自由社會的實力，而非弱點；若裴洛西仍決定按其原訂計畫於下月訪台，美中都必須接受。
