President
Biden gave his remark in the Press Gaggle on November 16, 2021, as follows:
Q Any progress on Taiwan?(台灣議題有何進展?)
THE PRESIDENT:
Yes. We have made very clear we support the Taiwan Act, and that’s it. It’s independent. It makes its own decisions.(是的,我們清楚表達將支持台灣法案,就是這樣。它(台灣)是獨自的。它(台灣)自己決定。)
And, there
is a further explanation by President Biden Before Air Force One Departure on the
same day.
Q Can you clarify what the policy is?
Because you said today “independence,” and in the past, you said —(你提到「獨立」這字眼)
THE PRESIDENT:
No, no, I said that they have to decide — “they” — Taiwan. Not us. And we
are not encouraging independence, we’re encouraging that they do exactly
what the Taiwan Act requires, and that’s what we’re doing. Let them make up
their mind. Period. Taiwan make up —(他們台灣要去決定,不是咱。我們不鼓勵獨立,我們鼓勵他們要做到台灣法案要求的,他們要去做到。讓台灣去決定。台灣決定)
The term “it”
means Taiwan is no doubt. However, the question
is “independent.”
The point
is that the language President Biden applied is not “independence,” a noun as the
journalist refers to, but “independent,” an adjective.
The term “independence”
tends to refer to “claiming to establish a new sovereign state under the mandate
of the administering authority.”
On the contrary,
the term “independent” refers to “something does not subject to control by others.”
The latter
is close to the word “separate” or, in the case of Taiwan, “autonomous, home rule.”
Much like the Quebec is distinguished and a separate unit in Canada, Taiwan is autonomous.
Only Taiwanese people have the right to decide their future peacefully and democratically.
It is the
inherent right that even the U.S. cannot decide for Taiwanese people, not to mention
that Beijing claims to annex Taiwan by armed force, among others, if necessary. So Biden’s language is that Taiwan is a separate
entity, meaning autonomous, and has the right to decide for itself. (台灣是獨自存在的,是自治,它有權決定自己。)
