donates COVID-19 vaccines to Taiwan

VILNIUS, June 22 (Reuters) - Lithuanian will donate 20,000 doses of
AstraZeneca COVID-19 vaccine to Taiwan, its government said on Tuesday.
The country in May said it would open a trade
representative office this year in Taiwan, which China considers its own
territory, prompting anger in Beijing.
The vaccines, donated in response to
Taiwan's request, will be transferred by the end of September. 應台灣要求而捐贈的疫苗將於9月底轉移。
"We'd like to do more, but we do what
we can," Prime Minister Ingrida Simonyte said during broadcast
government meeting. “我們想做更多，但我們會做我們能做的，”首相英格里達·西蒙尼特在政府廣播會議上說。
The government in May decided to donate 100,000 vaccine doses to Ukraine, 15,000 to Georgia
and 11,000 to Moldova.
Taiwan, which has been battling a rise in coronavirus infections since
last month, is trying to speed up a vaccination programme that has been hobbled

現在惡質的認知戰在帶「乞丐」風向，說什麼外交部在 6/15，竟去「要求」立陶宛捐贈。
而其根據，只是一篇路透社的報導的一個字：request。
最近的認知扭曲伎倆，最常見的招數之一，就是這樣的斷章取義。我們看看報導的原文。

China considers Taiwan its own territory.
The vaccines were donated after a June 15 request for help from Taipei's mission in neighbouring Latvia, the Lithuanian health ministry said in a submission to the government. They will be transferred by the end of September.
"We'd like to do more, but we do what we can," Prime Minister Ingrida Simonyte said during a government meeting that was broadcast in Lithuania.

看看前後文，是他們的衛生部要向上頭請示的時候，報告裡頭提到，臺灣在 6/15 表達他們的需求。
你要向上頭請示，本來就需要前因後果。決策者總要知道，現在是不是臺灣真的有需要。
而且外交部長自己就講，立陶宛希望能做更多，但目前也只能量力而為。
三個月來兩萬，拿的也不是人家手中的現貨。
甚至，前兩段都在講，立陶宛希望增加與臺灣的商業來往，即使中國又在那裏憤怒，立陶宛也不理他。
認知扭曲的泥巴戰法，就是只集中在第三段的 request 一個字大作文章。並往我們逼迫人家交出手中疫苗去帶風向。
去搜尋 lithuania taiwan vaccine，看看國際媒體報導，幾乎都以標題處理，立陶宛捐贈疫苗，而且內文幾乎都提到，重點在於不顧北京壓力，積極增加與臺灣的交流。
這才是重點。
就像我們幫助過別人，剛好今天肚子餓，朋友聽到我們肚子在叫，請我們吃個排骨飯。你會說自己在逼別人給你一口飯吃嗎？你會說自己是乞丐嗎？
兩萬劑 AZ 疫苗，大概 200 萬台幣市值，而立陶宛的經濟狀況快跟我們差不多了，所以這不是大錢。
這個時機，也讓全臺灣大量認識立陶宛，增加日後商貿交流的可能。蠻好！
如果立陶宛政府想增加兩國交流，買個捷運廣告推廣觀光，預算隨便都超過 200 萬，還不一定這麼有效。
外交來往重點在於互利互惠。也就是：你有沒有幫對方創造更大且人家真正需要的價值。
臺灣送口罩，當時人家急需口罩，而我們產能已經提升。我們的口罩，在對的時機，創造更大的價值。
立陶宛送我們正需要的疫苗，因為人家接種率開始上來。他們的疫苗，在對的時機，創造更大的價值。
如果成天在意的是那微不足道的損失，而沒有大局觀，解讀起來就會成天乞丐乞丐的。
自己是乞丐，看什麼都是乞丐。
跟這種人一起吃飯，他也會認為你是乞丐，還是少交這種朋友才好。
他們永遠不懂，什麼叫做自信、尊嚴、互惠。
