As to the visit of the President of Palau, the four key personnel - the
President of ROCT Tsai Ing-wen, Minister of Foreign Affairs Joseph Wu, Palauan
President Surangel Whipps Jr, and US Ambassador to Palau John Hennessey-Niland
- only met together in the state dinner (?), which was held at the Taipei Guest
House.
There were occasions that the two or three of the four persons met at the MoFA
office, the Landis Hotel, and the Presidential Hall.
The critical part was that President Tsai never met with US Ambassador to Palau
John Hennessey-Niland at the Presidential Hall, meaning the coming of the Ambassador
Hennessey-Niland was an engagement with a de facto government, or the governing
authorities on Taiwan, not a diplomatic recognition of a newborn state Taiwan.
This could be another interpretation that the visit of the U.S. Ambassador to
Palau was a move of “non-municipal, non-foreign” under the context of the U.S.
Constitutional system.
