The PLA’s marine militia is a troublemaker to all related countries.

It lies within a grey zone, non-civil but non-military, making the related countries hesitate to choose a plan to respond correctly.
 The gathering of the PLA’s 220 marine militia vessels gathering around the Whitsun Reef, which has moored in line formation since 3/8, could be seen as political stress on the U.S.-China top diplomatic dialogue in Anchorage, Alaska on March 18-19, besides they are starts a new round of island making.
 Beijing decides not to follow the establishments of the international community, which is pretending that it has benefited a lot from it and will follow the rules.

中國在南海動作不斷，而菲律賓為因應中國造成的威脅，而成立了「西菲律賓海國家特遣部隊」，昨（20日）發出聲明指出，中國在南沙群島九章群礁的牛軛礁周邊，集結了220艘大型中國漁船。對此，軍事專家呂禮詩在臉書分析，「牛軛礁與台灣的關係」他說：「其位置在太平島西南方的53公里處，這些海上民兵若以20節的速度航行，約1個半小時即可到達。」

呂禮詩指出，「西菲律賓海國家特遣部隊」昨（20）日發出新聞稿：在牛軛礁（Whitsun）發出新聞稿，在牛軛礁（Whitsun Reef）附近集結了220艘中國漁船；並稱集結的中國漁船並沒有進行任何的捕魚活動，並在夜間打開了集魚的白熾燈。

而「西菲律賓海國家特遣部隊」指出，中國集結了220艘漁船，這可能會造成過度捕撈、破壞海洋與侵擾航行的安全風險，因此「西菲律賓海國家特遣部隊」強調，菲律賓政府將會繼續監控中國漁船動態，並且保衛菲律賓領海主權。

呂禮詩表示，當年小艦長驅離「海冰723」（現為「中國海警1411」），遇到的「紅螞蟻」就是這種類型，不過數量僅約50艘就令人感到不寒而慄；如今在九章群礁牛軛礁出現的220艘，數量更為駭人。

文末，他指出，牛軛礁與台灣有什麼關係？其位置在太平島西南方的53公里處，這些海上民兵若以20節的速度航行，約1個半小時即可到達。這就是中國以「民兵圍事」的海上維權手段，接下來就是「海警立足、海軍維權」。

STATEMENT ON THE PRESENCE OF CHINA’S

MARITIME MILITIAS AT THE WEST PHILIPPINE SEA

Around 220 Chinese Maritime Militia (CMM) Vessels are massed at Julian Felipe Reef in the West Philippine Sea

The National Task Force for the West Philippine Sea (NTF-WPS) received a confirmed report from the Philippine Coast Guard (PCG) that around two hundred twenty (220) Chinese Fishing Vessels (CFVs), believed to be manned by Chinese maritime militia personnel, were sighted moored in line formation at the Julian Felipe Reef (Whitsun Reef) on March 7, 2021.

The Reef is a large boomerang shaped shallow coral reef at the northeast of Pagkakaisa Banks and Reefs (Union Reefs), located approximately 175 Nautical Miles west of Bataraza, Palawan. It is within the Philippine Exclusive Economic Zone (EEZ) and Continental Shelf (CS), over which the country enjoys the exclusive right to exploit or conserve any resources which encompass both living resources, such as fish, and non-living resources such as oil and natural gas.

Despite clear weather at the time, the Chinese vessels massed at the reef showed no actual fishing activities and had their full white lights turned on during night time. The NTF-WPS notes this circumstance as a concern due to the possible overfishing and destruction of the marine environment, as well as risks to safety of navigation.

The Government will continue to monitor the situation as it remains steadfast in its duty to protect Philippine sovereignty and sovereign rights in the country’s maritime domain. In consonance with the Philippine commitment to the United Nations Convention on the Law of the Sea (UNCLOS), the Government shall continue to peacefully and proactively pursue its initiatives on environmental protection, food security and freedom of navigation in the West Philippine Sea as part of its overall national security policy.
