National Guard troops deployed to DC to quell riots after initial request for help was denied    News Center Maine 20210111

National Guard troops are being deployed in D.C. as Trump supporters broke into the U.S. Capitol building and gunshots were fired inside.

WASHINGTON — National Guard troops were deployed to D.C. from the District, Virginia and Maryland Wednesday as Trump supporters broke into the U.S. Capitol building.

The House and Senate were evacuated as rioters stormed the Capitol, and a woman was shot and killed during an attempt to access the House Chambers.

Both Virginia Gov. Ralph Northam and Maryland Gov. Larry Hogan announced the guard deployment. President Trump also said that troops would be deployed to the District.

"My team and I are working closely with Mayor Bowser, House Speaker Nancy Pelosi and Senate Minority Leader Chuck Schumer to respond to the situation in Washington, D.C.," Virginia Gov. Ralph Northam tweeted. "Per the Mayor's request, I am sending members of the Virginia National Guard along with 200 Virginia State Troopers."

"I never thought I’d see a day like this in America. I am not going to stand for this, and neither should any American," said Maryland's Gov. Hogan said in a Tweet after saying he was sending help to the district.

Both Northam and Hogan also have sent state police troopers to DC to help law enforcement with the violence.

WJZ, CBS affiliate in Baltimore, said the FBI field office in Baltimore are heading to the US Capitol to help with the violence being seen.

Guard troops from D.C.'s border states started to move in D.C. after the Department of Defense initially denied additional DC National Guard troops to be deployed to the Capitol, according to the DC Council in a statement to WUSA9.

Multiple police departments and agencies in the region responded to help riots in DC, including Virginia State Police, Maryland State Police, Prince William County Police, Fairfax County Police, New Jersey State Police, Arlington County Police, multiple National Guard units, US Park Police, Prince George’s County Police.

In all, four people are dead, 52 are arrested and 14 DC Police officers have been injured amid pro-Trump riots and demonstrations near and at the U.S. Capitol Wednesday, according to initial information released by MPD. Those numbers are expected to rise.

Trump supporters stormed the U.S. Capitol grounds at around 2 p.m., breaking into the US Capitol Building around 2:45 p.m., making it as far as the House Chambers where just minutes before the U.S. Congress was beginning to certify the electoral college results.

DC's Mayor Muriel Bowser and DC Police Chief Robert Contee III said that as the rioters tried to gain access to the House Chamber after breaking into the U.S. Capitol building, a plain-clothed US Capitol Police officer fired one shot, striking the woman who later died at a hospital in the area.

The other three deaths -- one woman and two men -- are medical emergencies that are not firearm-related, said DC Police. No other information was released by DC police on these deaths.

"Any loss of life in the District is tragic," said DC Police Chief Contee in a news conference Wednesday.

Contee also praised his officers' response to the situation at the Capitol Building.

"These officers should be commended for their work. They fought hard to protect our democracy. Not only today but every day they wear that uniform," said Contee.

Hundreds of National Guard troops flow into D.C. from around the country    WP 20200603

To supplement the presence of local and federal police and the D.C. National Guard, Defense Secretary Mark T. Esper asked state National Guards to send in some of their troops, and hundreds were on their way or already here by Tuesday.

Defense officials said that National Guard members from Utah and New Jersey were on the ground Monday and that additional troops from Indiana, South Carolina, and Tennessee were expected to arrive Tuesday.

Other states were also in the process of sending troops. Maryland sent 116 National Guardsmen to the District on Tuesday, according to a spokesman for Gov. Larry Hogan (R). And Ohio — led by Republican Gov. Mike DeWine — sent 100 members of its National Guard to Washington on Tuesday, according to a report on Cleveland.com.

“The mission assigned to the Maryland National Guard is the safety and security of monuments in and around the National Mall,” Hogan spokesman Mike Ricci said Tuesday in an email. He said Esper called the Maryland governor on Monday to make the request.

In a conference call with President Trump on Monday, Hogan agreed with the president’s push to increase law enforcement presence, including the National Guard, in cities across the country. Hogan deployed the National Guard in Baltimore in 2015 to quell rioting following the death of Freddie Gray.

Trump calls governors ‘weak,’ urges them to use force against unruly protests

But some states with Democratic governors declined to send National Guard troops.

Virginia Gov. Ralph Northam said he refused for several reasons. “It was not requested by the mayor of Washington, D.C.,” he said. And with numerous challenges in Virginia — from coronavirus testing to securing protests over police violence — Northam said that “it’s in Virginia’s best interest to keep the National Guard here.”

And finally, he said: “I am not going to send our men and women in the uniform of a very proud National Guard to Washington for a photo op,” referring to Trump’s use of troops to force peaceful protesters away from the White House so he could pose in front of a nearby church.

Democratic governors in New York, Pennsylvania and Delaware also turned down requests for National Guard troops.

“I can confirm that personnel from the N.Y. National Guard were expected to move to D.C. last night, but permission was withdrawn by the governor,” Lt. Col. Chris Mitchell, a Pentagon spokesman, told CNN. Another Pentagon official told the network that support was expected from Delaware as well, but troops were diverted to Wilmington.

Trump asked dozens of governors in a conference call Monday to send their National Guard troops to the nation’s capital to handle the protests. Esper was also on the call and told the governors, “I think the sooner that you mass and dominate the battlespace, the quicker this dissipates and we can get back to the right normal. We need to dominate the battlespace.”

D.C. Mayor Muriel E. Bowser (D) said she had not requested any help from outside the city.

Bowser said she has been pushing back on Trump’s attempts to deploy thousands, including active-duty military, to quell unrest in Washington. “We don’t want the armed National Guard, armed military, and we don’t want any of those things on D.C. streets,” she said. She added that federal protection for monuments and memorials is appropriate.

Trump administration wanted to take control of D.C. police force to quell protests

Ricci said Hogan’s and Bowser’s chiefs of staff discussed the Maryland National Guard entering the District and Bowser’s staff expressed no objection.

The U.S. Park Police issued a mutual aid request for other local police agencies to assist them in handling the protests, local police officials said Tuesday. Arlington County police joined the Park Police on Sunday and Monday but were withdrawn after county officials expressed dismay at the forceful sweep of protesters that led to Trump’s appearance in front of St. John’s Episcopal Church, which was damaged in a fire set Sunday.

“We were being used,” Arlington County Manager Mark Schwartz said. “We had been asked to do something that turned out to be a political stunt.”

Alexandria, Fairfax and Montgomery County police officials said their departments declined the request from the Park Police. Prince George’s County police officials said they did not receive a request. The Park Police did not respond to a request for comment.
