日前美國4艘海軍艦艇與1艘英國皇家海軍船艦在挪威及俄羅斯北方的巴倫支海（Barents Sea）進行演訓，對此俄羅斯展開追蹤，但下一任美國海軍部長呼聲相當高的美國駐挪威大使懷特（Ken Braithwaite）透露，令人擔心的不是俄羅斯，而是中國。

《美國之音》報導，美軍與英軍在巴倫支海的演訓，是美國水面艦艇30年來在此地區的首度軍演，對此外界推估目標是俄羅斯，但懷特表示，俄羅斯希望在世界舞台上扮演應有的角色，而中國是想要主導世界，因此最令人擔心的不是俄羅斯，而是中國。

報導表示，中國的破冰船等船隻在北極地區愈來愈活躍，美國國防部去年的中國軍力報告便預估，中國會加強在北極的軍事存在，甚至可能部署核潛艇。
