The Western countries did not know what China signifies until recent days.

China, under the rule of the CCP or not, is a cultural phenomenon, which seeks global hegemony all the time.

It is the result of a long historical experience. 

Chinese saw their empire as the center of the earth before 1492, the year Christopher Columbus found the new continent.  China has been the largest country in East Asia and has regarded the neighboring nations as inferior for more than three thousand years.

They still consider things that way.

No matter how the world community has devoted to in times of decades, it is almost impossible to alter Chinese mentality.  It needs a century-long hard reconstruction engineering to do that.

What the term "Pluralism" refers to different contents among others by the EU and China is a tiny part of the cultural confrontation.

原籍西班牙的歐盟外交部長波瑞爾（Josep Borrell）就任後第一次接受法國媒體「週日報」（Le Journal du Dimanche）專訪，不但將武漢肺炎疫情視為歐盟「生存危機」等級的挑戰，亦坦言歐盟先前看待中國的觀點太過天真，畢竟中國對於國際秩序的理解，迥異於歐盟。

波瑞爾表示，中國雖然一方面是歐盟重要的經貿伙伴，但是中國試圖推廣「另一種治理模式」的企圖，卻也讓中國成為歐盟在各方面難以迴避的競爭對手。以往歐盟、中國皆因為支持多邊主義的立場而「站在同一邊」，不過同樣追求多邊主義的雙方卻對全球治理有著截然不同的看法，這項差異在危機來臨時，尤其顯得突兀。

波瑞爾進一步指出，歐盟看重的，是以聯合國為中心、有效傳遞多元觀點並尋求多贏的多邊主義，但是中國卻因為對國際秩序的不同理解，選擇性地將多邊主義當成一種工具；「我們應該認清這些文字用語背後的意涵」，歐盟外交部長以一句話做出總結。
