The point is that Taiwan is a remaining territory yet to resolve, from the perspective of the Pacific War; however, Taiwan is also a territory with foreign in a domestic sense, from the perspective of the US Constitution.

Taiwan is pretty much a plug-in territory to the US, which is very hard for Taiwanese to understand.
It seems to me that the US is telling China this legal fact in an obscure way.  But I wonder if Chinese comprehend and recognize it?

President Remengesau, President Christian, President Heine, President Waqa, President Mamau, and other honorable guests.  My warm greetings from Washington.

First, I would like to express my gratitude to President Remengesau for the invitation to participate in the Micronesia Presidents Summit.  I greatly value the opportunity for the United States to participate in this important event.

Palau, Kiribati, the Marshall Islands, Federated States of Micronesia, Nauru, and the United States all share a profound commitment to democracy and open societies. These shared values are the foundation of, and a driving force in, our relationships.  Taiwan is also a democratic success story, a reliable partner, and a force for good in the world.  As Vice President Mike Pence said: America will always believe Taiwans embrace of democracy is an example to be internationally supported.  We respect and support the decision those of you have made to continue to support Taiwan.  We also ask you to join our like-minded partners around the world to support the people of Venezuela as they strive to restore democracy and the rule of law in their country.

The United States dedication to working closely with our Pacific partners and allies, including those here today, is rock solid.  We are partners, neighbors, and friends.  We welcome hearing from our partners in Micronesia on how we can be more effective in supporting the region.  Our goal is to ensure our friends across Micronesia remain free to pursue policies that support their national sovereignty as well as their long-term security, economic development, and prosperity.  The U.S. commitment to the region is ironclad and enduring.  We will work hard to ensure these essential partnerships continue to strengthen as we go forward together.

Our partnerships are not limited to the Indo-Pacific.  We work closely together with all of you at the United Nations to promote the maintenance of international peace and security and solve international problems.  The rules-based, inclusive international system that has served the region for the past 75 years is only possible with your contributions and continued active support.

I wish you well in hosting what I am sure will be a successful and productive summit.  The United States looks forward to partnering with the Pacific Islands at the Pacific Islands Forum in Tuvalu this fall, and with Palau as the host of the Our Ocean Conference in 2020.
